The Town of Normal has received a $25,000 subgrant from the Morton Arboretum’s Chicago Region Trees Initiative (CRTI) to support efforts aimed at improving the community's tree canopy. The funding is part of a competitive grant program supported by the Inflation Reduction Act and administered through the Illinois Department of Natural Resources.
The grant is one of 17 awarded to government entities in Illinois and does not require matching funds. It can be used for projects that increase tree coverage, enhance forest health, or develop community forestry programs. The four-year grant stipulates that all funded work must be completed by March 1, 2028.
Gene Kotlinkski, assistant director of Park & Recreation for the Town of Normal, outlined how the funds will be allocated: “This grant provides $7,000 for planting new trees, $6,000 for pruning trees and $12,000 for removing trees. Town staff will plant trees and we’ll hire contractors for pruning and removals.”
In addition to physical improvements, all projects funded by this grant are required to develop or enhance a tree protection ordinance or policy. This measure aims to set standards of care for newly planted trees and ensure long-term maintenance and protection of the urban canopy.
Zach Wirtz, CRTI Director, said: “Improving the distribution of trees and green spaces directly impacts the health and economic outcomes for communities. Projects like this improve quality of life and boost the urban tree canopy’s resilience to threats posed by climate change, pests and diseases.”
Funding comes from Urban and Community Forestry Programs under both the Illinois Department of Natural Resources and USDA Forest Service Eastern Region.
The Parks & Recreation team in Normal plans additional work alongside this project throughout the year. Planned activities include planting new greenery along Constitution Trail—particularly in areas where previous removals have occurred—and maintaining creeks through mowing or vegetation management practices as part of flood reduction efforts.
