City of Fairbury City Council met Aug. 22.

Here is the minutes provided by the Council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Nancy Gerdes-Hibsch, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Charles Hoselton was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the , 2018 council meeting

B. Board Report listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 7-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

❖ Deb Moran, ESDA Director for the City of Fairbury, reminded the aldermen their Disaster Response Volunteer forms need to be turned in.

She also would like Gary Norris, Nancy Gerdes-Hibsch and Jon Kinate to attend the Disaster Response planning meeting at the Methodist Church on September 4th

❖ Lewis Breeden, Village President of Forrest, introduced himself

6. Reports of Departments

→ Street Superintendent Steidinger reported

• The parking lot east of Dave’s Supermarket is finished as well as 1st Street

• He exceeded his MFT budget by nearly $5,000 and the work isn’t finished. There is money available in the sidewalk budget so he asked the Treasurer to use those funds to finish the work

→ Sewer Superintendent Duncan reported

• Vissering Construction has moved a construction trailer onto the sewer department grounds and is ready to begin

→ Water Superintendent Ifft was absent

→ Chief of Police Travis’ report included in council packet; reported

• The Police Department will lose their range for at least 2 years with the sewer project getting underway

→ City Superintendent Ashburn was absent but included a report in the packets which reported

• Vissering Construction is about to begin construction

• A groundbreaking ceremony has been scheduled for September 6th at 4:30

• Voice Spring telephone will be discussed later in the meeting

• He will be attending a grant-opportunity meeting with the North Central Illinois

Council of Governments on September 30th

A. Consideration of a request to approve an ordinance amending the Enterprise Zone -

C. Motion by Weber, second by Hoffman to approve a request to extend the sewer system on E. Locust Street at a cost of $10,000 or less. Motion carried 7-0. YES-Norris GerdesHibsch Kinate Weber Hoffman Dameron Schmidgall

D. Motion by Schmidgall, second by Norris to approve a request to change City Hall/Police phone system to Voice Spring. Motion carried 7-0. YES- Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

E. Motion by Kinate, second by Dameron to accept a bid from Voice Spring to clean and organize the Network Room in the basement of City Hall at a cost of $2,000. Motion carried 7-0. YES- Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

F. Motion by Weber, second by Hoffman to approve a request from Craig and Connie Crutcher to close Locust Street from 9 a.m. to 11:15 a.m. on Sunday, September 9, 2018, for their annual Ride to Remember. Motion carried 7-0. YES- Norris GerdesHibsch Kinate Weber Hoffman Dameron Schmidgall

G. Motion by Kinate, second by Dameron to approve a request from the Prairie Central Homecoming Parade Coordinator to host the Homecoming Parade Friday, September 14th at 2:30 p.m. Motion carried 7-0. YES- Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

H. Presentation of a Proclamation to Benjamin Dean Maier - SHARED

I. Motion by Weber, second by Schmidgall to approve a request for Officer Followell to attend the 2018 National Canine Training Seminar hosted in Kansas City, MO September 10-13, 2018 at a cost of $824.01 plus food to be paid for with restricted funds from the Drug Enforcement fund. Motion carried 7-0. YES- Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

J. Motion by Weber, second by Kinate to approve a request to amend the Canine Usage Policy. Motion carried 7-0. YES- Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

K. Motion by Kinate, second by Hoffman to accept the low bid of $1,720 from Steidinger Brothers to replace the air conditioner at the Sewer Plant. Motion carried 7-0. YESNorris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall
