City of Lexington City Council met Aug. 27.

The regular meeting of the Lexington City Council was called to order at 7:00 P. M. by Mayor Spencer Johansen in the City Council Chambers at City Hall.
Mayor Johansen led the council in the Pledge of Allegiance.
Roll call was taken to find the following physically present: Mayor Johansen, Alderman Schreiber, Alderman Stover, Alderman Colclasure, Alderman Fosen, Alderman Richard and Alderwoman Wilson. Members of the staff and public present were: Chief Belvery, John Franklin, Kristen Sudaj, Mah Davis, Jamie Farrell, Kathleen Davis, Kelly Hassett, Bryan Schultz, Alex Lorsbach, Aaron Lorsbacn, Tony Lorsbach, Cindy Lorsbach, Aidan Lorsbach, Katie Lorsbach, Michelle Schultz and Tom Shields.
It was moved by Alderwoman Wilson and seconded by Alderman Colclasure to approve the minutes of the August 6th and August 13, 2018 regular City Council Meeting and the TIF Annual Meeting. Motion carried unanimously.
It was moved by Alderman Fosen and seconded by Alderman Stover to approve the Treasurer’s Report in the amount of $29,692.20. There was a question regarding two payments. One payment to Farnsworth Group in the amount of $2,161.01 which was for Motor Fuel Tax was for the engineering for the street projects. The other was James Riker for appraisal services in the amount of $4,500.00 which was charged to the TIF account. That was for four appraisals for the buildings around the Park. Motion carried unanimously.

New Business: Presentation/Discussion CDS Office Technologies:
Kelly Hassett, Account Executive with CDS Office Technologies spoke earlier with Alderman Richard regarding a complimentary IT and risk assessment.
Here is a background of CDS and what this includes. CDS is a diversified solution provider. We provide everything that your office needs to function, printers, copiers, software and IT. The really good thing about partnering with CDS and our established IT is they understand the technology behind the equipment. We have been in business over 50 years and are a family run Illinois based company.
Their IT assessment is an opportunity to have our professional engineers scan your network and give a risk assessment and a network assessment. Everyone is talking about security right now which is very important. The cost if your network is not secure. It is a very easy process. We run a small executable on your computer while we are here and when we are done we take that off. We provide lots of follow-up reporting. And we talk to you about what risks we see, what is going on in the industry standards. We study the data and then we make recommendations to you. What you do with that information is up to you. There are no expectations from us. If there is some work that can be done or if you are looking for an IT provider we hope that you would decide to do some work in the future you would contact us.
The question was asked if this could be used on the police side as well as the office side. It was noted that it is actually allowed if we are talking about criminal justice, medical records or payments, that sort of thing, this assessment will actually get you PTI compliance and it will work with criminal justice department and we work to make sure everything is secure.
They have worked with the City of Auburn and are their primary IT provider. They have worked with Heartland Head Start and several attorney offices and can get more information if needed. CDS has eight offices in the Bloomington Normal area.
The question was asked if they will prioritize threats as to low, medium and high to make it more detailed. CDS will generate a report of overall risk and score and highlight risk areas. The corporate director of IT will sit down and work with you and describe the threat, describe the areas that are critical, and where recommendations need to be made. We do not just do the assessment and hand you the report. They actually give grades, A-F, we grade what we are seeing. Every environment is different, an issue with the firewall, it could be an issue with the firewall, it could be an issue with the age of equipment, old equipment that is still accessible to the system, credit card information, it could be social security numbers, and our guys will identify what’s critical.

Committee Reports: Mayors Report: Casey’s negotiations are going on, they have agreed on a price and are now talking about some deed restrictions that Casey’s had set on the property owner and it looks like they are going to get that worked out.
Yesterday, August 26, 2018, the Governor was in town and had lunch at Kelly’s. He spoke very highly of Lexington as did everybody on his team. That was part of the motorcycle run from Chicago to Springfield down to the Capital. The Governor assured Mayor Johansen he would be back to Lexington regardless of how the election went.
Police: Alderman Richard brought to the Council’s attention that Bryan Schultz and Alexander Lorsbach have passed their shooting and power test and headed off to the academy. They are ready to be sworn in now. They are going to the academy and will graduate in May of 2019.
Officer Schultz and Officer Lorsbach were sworn in at this time.
Chief Belvery praised both officers for completing all requirements including fire arms training and power testing in the past two weeks to be admitted to the academy. They will be attending the academy from September 2018 till May 2019. The State has upped the requirement for all police officers from 400 hours of basic training to 560 hours.

Motion was made by Alderwoman Wilson and seconded by Alderman Schreiber to go into closed meeting for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. Motion carried unanimously.
