Village of Carlock Village Board met April 23.

Here is the minutes provided by the board:

The meeting was called to order at 7:00 pm by President, J. Houston. Roll call was taken. Those present were trustees, R. Baer, R. Eaves, D. Geshiwlm, J. Holliger, I. Judd and D. Schwartz. Clerk, M. Becker, Treasurer, C. Sams and Water Superintendent, M. Larimore were also present. There were 7visitors in attendance.

The pledge of allegiance was recited.

Minutes from the March meeting were reviewed. J. Holliger made motion to approve as written. D. Schwartz seconded motion. Motion carried 6-0.

In visitor’s issues, Misty King informed the Board that she will be making a rain garden in her yard to combat some of the water issues she is having due to the field run off behind her house.

Patty Houseworth was present as the Board proclaimed May 2019 as ALS month in honor of her mother. Joe Mikulecky, Farnsworth Group presented the oil and chip road project for 2019.

The February and March police reports were reviewed.

Standing committees gave their reports. M. Larimore reported that the 1,043,222 gallons of water were pumped during the previous month. Gallons of water per day was reported to be 33,652. Gallons of water per person per day equaled 56.0. The Red Water Filter is scheduled to be cleaned again on Wednesday, May 1st.

Streets and Alleys committee held a committee meeting on April 18th to discuss future sidewalk repair and Rock Creek Subdivision street repair.

The Finance committee had a meeting on April 3rd to review the tentative budget for FYE 2020 in preparation for posting.

Building and Zoning met as a committee on April 15th. Committee Chair, R. Baer, requested approval be issued to allow the laying of a sewer pipe under the alley easement at 302 E. Douglas. I. Judd made motion to approve. R. Eaves seconded motion. Motion carried 4-1, R. Baer abstaining.

A fence permit was received for 205 N. School Street and occupancy at #5 Cobblestone was granted.

Park committee presented the areas of focus for the cleanup day on May 4th: Landscaping and cleanup at the park, refurbishing of the horseshoe pits and basketball court, tree and hedge row removal at the park, and overall litter and stick clean up. White Oak Township has donated a dumpster for the day to aide with removal of junk that any resident may want to unload.

Park Committee Chair, R. Baer also presented a proposal for 2nd Saturday events in the Park throughout the summer. R. Eaves made motion to accept the proposed events. D. Schwartz seconded motion. Motion carried 6-0.

School, Ordinance, and Development committees had no report.

The Human Resources committee has been reviewing resumes for the part-time water assistant and part-time maintenance positions.

The bills were reviewed by the Board. R. Eaves made motion to approve as written. R. Baer seconded motion. Motion carried 6-0.

Treasurer, C. Sams had not received the financial statements from the accountant for March. The March financials will be reviewed at the May meeting of the Board.

The budget for fiscal year ending April 2020 will be posted at Heartland Bank & Trust for 30 days for public viewing. J. Holliger made motion to approve the posting. D. Schwartz seconded motion. Motion carried 6-0.

In new business, upon recommendation by J. Houston, J. Holliger, I. Judd and D. Schwartz were appointed as trustees, filling the three seat vacancies. R. Eaves made motion to approve recommendation and appointment. D. Geshiwlm seconded motion. Motion carried 6-0. The trustees were sworn into office by attorney McGrath.

The Board discussed a Village of Carlock Facebook page. R. Eaves made motion to approve the Facebook page, with appropriate administrative filters. R. Baer seconded motion. Motion carried 6-0.

Salaries for the Water Superintendent, Treasurer and Clerk were reviewed. D. Geshiwlm made motion: Water Superintendent $2700/month, Treasurer $500/month and Clerk $1500/month. No second. Motion died.

I. Judd made motion to increase the regular monthly salary for Water Superintendent to $2700. D. Schwartz seconded motion. Discussion ensued. R. Baer requested to amend motion, with Judd and Schwartz’s approval. Approval granted. Motion to amend original motion made by I. Judd made by R. Baer, seconded by R. Eaves. Motion to amend carried 6-0.

R. Baer made motion to increase the regular monthly salary for Water Superintendent to $2800. R. Eaves seconded motion. Motion carried 6-0.

R. Eaves made motion to increase Treasurer’s salary to $500/month from $300/month. D. Geshiwlm seconded motion. Motion carried 6-0.

J. Holliger made motion to increase Clerk’s salary to $1400/month from $1325/month. I. Judd seconded motion. Motion carried 6-0.

All salaries effective as of May 1, 2019.

R. Baer made motion to approve the Schwan’s License, allowing the company to sell food door to door. Judd seconded motion. Motion carried 6-0. Permit fee received and license granted for another year, until April 30, 2020.

There being no further business, the meeting was adjourned. I. Judd made motion to adjourn. D. Schwartz seconded motion. Motion carried 6-0. Meeting adjourned at 9:32pm.
