McLean County Justice Committee met June 4.

Here is the minutes provided by the committee:

The Justice Committee of the McLean County Board met at 4:30 p.m. in Room 400 of the Government Center, 115 E. Washington Street, Bloomington, Illinois.

Members Present: Chairman George Gordon Members George Wendt, Susan Schafer, Carlo Robustelli, Randall Martin and Jim Soeldner

Members Absent: Member Josh Barnett

Other County Board Members Present: Chairman John McIntyre; members Laurie Wollrab and Chuck Erickson

Staff Present: Ms. Camille Rodriguez, County Administrator, Mr. Eric Schmitt, Assistant County Administrator, Ms. Jessica Woods, First Assistant State’s Attorney - Civil Division, and Ms. Julie Morlock, Recording Secretary

Department Heads/Elected Officials Present: Kathy Yoder, Coroner; Cassy Taylor, Court Services; Jon Sandage, Sheriff; Mr. Jason Tabb, Juvenile Detention Center, Ms. Carla Barnes, Public Defender, Mr. Don Everhart, Circuit Clerk, Mr. Will Scanlan, Circuit Court

Chairman Gordon called the meeting to order and declared a quorum.

Chairman Gordon presented the minutes of the May 7, 2019 regular meeting for approval.

Motion by Soeldner/Schafer to approve the minutes from the May 7, 2019 regular meeting.

Motion Carried.

Chairman Gordon confirmed there were no appearances by members of the public.

Ms. Cassy Taylor, Court Services presented a request to approve an Amended Agreement with Chestnut Health Systems to provide evidence-based substance above and Co- occurring treatment and services for problem solving courts. Ms. Taylor indicated that this agreement was passed in December, but the amount was not correct, so this is to provide the correct number for budget purposes.

Motion by Schafer/Martin to recommend approval of an Amended Agreement with Chestnut Health Systems to provide evidence-based substance above and Co-occurring treatment and services for problem solving courts.

Motion Carried.

Ms. Taylor presented her monthly reports. Ms. Taylor also introduced Suzanne Montoya the new Juvenile Deputy Director over the juvenile division. Chairman Gordon asked if the Committee had any questions for Ms. Taylor; hearing none, he thanked her.

Mr. Don Everhart, Circuit Clerk presented his monthly and quarterly reports. Chairman Gordon asked if there were any questions, hearing none he thanked Mr. Everhart.

Ms. Carla Barnes, Public Defender presented her monthly reports. Chairman Gordon asked if there were any questions; hearing none, he thanked Ms. Barnes.

Mr. Jon Sandage, McLean County Sheriff presented the monthly reports. He indicated Mr. Greg Allen would be retiring at the end of the week and Mr. Jamie Kessinger would be taking his position as Chief Deputy. Ms. Schafer asked who would be filing Mr. Kessinger’s position. Mr. Sandage indicated that Ms. Diane Hughes will become Jail Superintendent, Ovid Winans will move from Jail Operations Officer to Assistant Superintendent and that he had yet to appointment a Jail Operations Officer. Chairman Gordon asked if there were any further comments or questions; hearing none, he thanked Mr. Sandage.

Ms. Stephanie Jewett, presented on behalf of the Children’s Advocacy Center Director Molly Evans, for action a request to approve an intergovernmental agreement between the State of Illinois, Criminal Justice Information Authority and McLean County Government. Ms. Jewett read a summary from Ms. Evans indicating this is a grant for the CASA program that would run 18 months July 1, 2019 to December 31, 2020 and covers salary and benefits for case managers and the casa program director as well as training costs, equipment and utilities for the program. Ms. Schafer asked if this is a continuation grant. Ms. Jewett confirmed it was.

Motion by Robustelli/Martin to recommend approval of an intergovernmental agreement between the State of Illinois, Criminal Justice Information Authority and McLean County Government.

Motion Carried.

Ms. Jewett presented the monthly statistical reports to the Committee. Chairman Gordon asked if there were any questions, hearing none, he thanked her.

Ms. Kathy Yoder, McLean County Coroner presented her monthly report. Mr. Wendt asked about the overdose deaths and she indicated they were not prescription drugs. Mr. Soeldner asked about the revenue numbers, as they seemed low. Ms. Yoder went over the information. Ms. Rodriguez reminded them that numbers were as of the end of April, not to date in June, which would who, that they are more in line with the budgeted numbers. Chairman Gordon asked if the Committee had any further questions for Ms. Yoder, hearing none, he thanked her.

Mr. Brad Rigdon First Assistant State’s Attorney Criminal Division, presented for action on behalf Don Knapp, a request to approve an Intergovernmental Agreement with the Illinois Department of Healthcare and Family Services. Mr. Rigdon went over grant coverage and indicated that our funding has not gone down.

Motion by Robustelli/Martin to recommend approval of an Intergovernmental Agreement with the Illinois Department of Healthcare and Family Services. 

Motion carried. (Chair voted)

Mr. Rigdon presented the reports of the State Attorney’s office. He indicated nothing out of the ordinary. Chairman Gordon asked if there were any questions for Mr. Rigdon; hearing none, he thanked him.

Ms. Rodriguez presented information regarding positions filled under the purview of the Committee. She also updated the Committee on the Assistant County Administrator position search.

Chairman Gordon presented the Justice Committee with bills for review and approval as transmitted by the County Auditor with a prepaid total of $ 631,665.90

Motion Martin/Robustelli to approve the Justice Committee bills as transmitted by the County Auditor with a prepaid total of $ 631,665.90 Motion Carried.

Chairman Gordon asked if there was any other business or communication for the Justice Committee; hearing none, he adjourned at 4:53 p.m.
