McLean County Transportation Committee met April 7.

The Transportation Committee of the McLean County Board met beginning at 8:00 a.m. in Room 404 of the Government Center, 115 E. Washington St., Bloomington, Illinois.
Members Present: Chairman William Caisley Members Randall Martin, Elizabeth Johnston, Logan Smith, Gerald Thompson Shayna Watchinski and William Friedrich
Members Absent: None

Staff Members Present: Ms. Cassy Taylor, Assistant County Administrator, Ms. Cathy Dreyer, Assistant County Administrator, Ms. Julie Morlock, Recording Secretary, Ms. Jessica Woods Assistant State’s Attorney Civil Division (remote attendance)
Department Heads Present: Mr. Jerry Stokes, County Engineer (remote attendance)
Others Present: Mr. Luke Hohulin, Assistant County Engineer; Ms. Laura Dick, Show Bus Director (remote attendance)
The meeting was called to order by Chairman Caisley at 8:00 a.m. and a quorum declared.
Chairman Caisley presented a transfer and prepaid bills in the amount of $967,182.71 for review and approval.
Motion by Watchinski/Smith to recommend payment of bills as submitted by the County Auditor in the amount of $967,182.71 and the Transfer. Motion carried.
Chairman Caisley confirmed no other appearances by members of the public or employees.
Chairman Caisley presented for action a request to approve an Illinois Department of Transportation (IDOT) FY 2021 Section 5311 Formula Application for Rural Areas Operating Assistance. Ms. Laura Dick thanked the Committee and the Board for their continued support. Motion by Smith/Friedrich recommend approval of an Illinois Department of Transportation (IDOT) FY 2021 Section 5311 Formula Application for Rural Areas Operating Assistance Motion Carried.
Chairman Caisley presented for action a request to approve IDOT FY 2021 Downstate Operating Assistance Program (DOAP) Application for Rural Areas
Motion by Watchinski/Thompson to recommend approval of IDOT FY 2021 Downstate Operating Assistance Program (DOAP) Application for Rural Areas. Motion Carried.
Chairman Caisley presented for action a request to approve Purchase of Service Agreement between McLean County and SHOW BUS for Rural Public Transportation in FY 2021. Mr. Caisley asked about service area. Ms. Dick indicated that Show Bus serves 9 counties, there are three grantees in which McLean County is one and then under McLean County by this agreement we serve also DeWitt, Ford, Iriqous and Livingston and Logan Counties.
Motion by Smith/Friedrich to recommend approval of Purchase of Service Agreement between McLean County and SHOW BUS for Rural Public Transportation in FY 2021. Motion Carried.
Chairman Caisley presented for action a request to approve a revised Vehicle Lease Agreement between McLean County and SHOW BUS. Mr. Caisley commented that some of the vehicles appear to be old. Ms. Dick indicated that some of the other busses were turned over from other agencies with very low mileage and to regular maintenance to keep them on the road. Motion by Thompson/Smith to recommend approval of a revised Vehicle
Lease Agreement between McLean County and SHOW BUS. Motion Carried.
Chairman Caisley presented for action a request to approve a Resolution for March 23, 2020 Maintenance Letting. Mr. Caisley asked if usual that we only get two bids. Mr. Stokes indicated that there have only been two bidders the last couple of years. Mr. Stokes indicated that company is already doing work in the County with the Wind Farms.
Motion by Thompson/Smith to recommend approval of a Resolution for March 23, 2020 Maintenance Letting. Motion Carried.
Chairman Caisley presented for action a request to approve a Resolution for March 25, 2020 Project Letting for the Ron Smith Highway.
Motion by Martin/Smith to recommend approval of a Resolution for March 25, 2020 Project Letting. Motion Carried.
Chairman Caisley presented for action a request to approve a March 31, 2020 Equipment Letting. Mr. Stokes indicated they are looking at Ford F250- and F350 but the State has only awarded the F250 so will need to wait until next month for the F350. He also noted that Ford has shut down so not sure how that will delay these trucks.
Motion by Smith/Watchinski to recommend approval of a March 31, 2020 Equipment Letting. Motion Carried.
Chairman Caisley presented for action a request to approve an Emergency Appropriation Ordinance – McLean County Highway Fund 0120. Mr. Stokes indicated this is for the Blooming Grove Wind Farm project and started work on route 66 bike trail and highway project that is being rolled over from 2019.
Motion by Friedrich/Martin to recommend approval of Emergency Appropriation Ordinance – McLean County Highway Fund 0120 Motion Carried.
Chairman Caisley presented for action a request to approve a Bridge Construction Petition for Joint Culvert Replacement #1, Empire Road District.

Chairman Caisley presented for action a request to file with the County Board documents reviews 1/1/2013 to 12/3/17 including Documentation Review #80 – County Motor Fuel Tax, Documentation Review #61 – Road District Motor Fuel Tax; Supplemental Documentation Review #61 – Township Bridge Fund. Mr. Stokes indicated that this use to be done each year, but positions were reduced so had not been done since 2012. He indicated there was nothing major noted and need to put this on file with the County Clerk.
Motion by Smith/Watchinski to recommend placing on file with the County Board documents reviews 1/1/2013 to 12/3/17 including Documentation Review #80 –
County Motor Fuel Tax, Documentation Review #61 – Road District Motor Fuel Tax; Supplemental Documentation Review #61 – Township Bridge Fund. Motion Carried.
Chairman Caisley presented for action a request to approve a Local Agency Agreement for Federal Participation and Matching Tax Resolution regarding Towanda East Road – Section 15-00027-06-RS. Mr. Caisley asked for specifics on location. Mr. Stokes went over location and funding for the project.

Mr. Caisley indicated there were no recent positions filled at the Highway Department.
Under other business. Mr. Stokes updated the Committee on projects that had been started including Colfax Rd, the Bike Trail and Maitland Bridge project. He also let them know that on April 14th Ameren will have a couple of webinars/updates on the project.
Chairman Caisley presented the minutes from the February 18, 2020 special meeting and March 3, 2020 regular meeting for review and approval.
Motion by Smith/Thompson to approve the minutes from the February 18, 2020 special meeting and March 3, 2020 regular meeting. Motion Carried.
Chairman Caisley asked if there was anything else to come before the Committee; hearing nothing, he adjourned the meeting at 8:29 a.m.
