McLean County Board met Thursday, Aug. 18.

Here is the agenda provided by the board:

NOTE CHANGE: To promote health and safety, we encourage individuals or groups to email public comment statements to County Administration at admin@mcleancountyil.gov by Monday, August 17, 2020 at 5:30 pm. Statements received by the deadline will be read aloud as part of the record, pursuant to the time parameters in McLean County Board Rules (five minutes for individuals or group spoke person). The entirety of the statement will be placed in the official minutes, even if the statement reads longer than the time limit allows.

If you choose to provide comment in person, requests must be received by County Administration pursuant to timelines in the McLean County Board Rules (24 hours in advance of the meeting for an item on the agenda and 2 business days in advance of the meeting for items not on the agenda). Please also note we will adhere to the Phase 4 direction by the Governor which limits the number of individuals that can gather in the County Board Room. In-person attendance will be on a first come basis. Recommended social distancing protocols will be adhered to at all meetings.

The south Front Street doors of the McLean County Government Center will be open 30 minutes prior to the meeting to allow the general public access to Room 400. The general public will be asked to leave, and the building will be closed, immediately following adjournment of the meeting.

1) Request Approval of a Resolution of July 28, 2020 Equipment Letting

2) Request Approval of a Matching Tax Resolution, Ropp Road (CH 39) – Section 20-00056-11-RS

3) Request Approval of an Engineering Services Agreement with Lewis, Yockey & Brown Inc., Lexington East Road(CH 8)–Section 20-00031-04-WR

C. Building and Zoning – Phil Dick, Director

1) Zoning Cases:

a) Approve the request of Andrew Traeger in case SU-20-08 on parcel 22- 04-200-004. This is a request for a special use to allow a single-family residence in the A-Agriculture District for the son of the farm owner in the Agriculture District on property in Old Town Township at 20737 E 1400 North Rd., Bloomington, IL.

b) Approve the request of Randolph Cooperative Grain Co. in case ZA-20-06 on parcel 28-09-427-008. This is a request for a map amendment to change the zoning classification from A-Agriculture District in part and M-1 Restricted Manufacturing District in part to the M-2 General Manufacturing District on property in Randolph Township at 15140 E 625 North Rd., Heyworth, IL. 27-30

c) Approve the request of Towanda Solar, LLC by Cypress Creek Renewables in case SU-20-09 on parcels 20-23-400-009 & 20-23-400- 010. This is a request to amend and renew special use case SU-18-14 for a Solar Power Generating Facility in the Agriculture District on property in Dale Township immediately southeast of the intersection of 1075 East Rd. and Scottsdale Ave.

d) Approve the request of the McLean County Land Use and Development Committee in case ZA-20-05. This is a text amendment of the Zoning Ordinance of the Code of McLean County Chapter 350, Zoning Section 350-21 C, Amendments, to include the following: An applicant may first submit an application for an amendment to the Land Use and Development Committee for advice or recommendation prior to submitting it to the Department of Building and Zoning.

2) Subdivision Cases:

a) Approve the request of Rex Toepke, successor trustee of the McLean County Land Trust TF-001 dated February 18, 1997, in case S-20-04 on parcel 13-33-301-009. He is requesting a waiver of preliminary plan requirements and approval of a one-lot subdivision final plat for the Toepke Farm Subdivision located in Dry Grove Township at 14335 Twin Grove Rd., Bloomington, IL.

D. Transfer Ordinance 2020 (requires 2/3 County Board approval pursuant to 55ILCS 5/6-1003)
