City of Pontiac City Council Met November 16

City of Pontiac City Council met Nov. 16.

Here is the minutes provided by the council:

Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Swanson, Eckhoff, Causer, Myers, and Gabor. Absent: Kallas, Hicks, Bradshaw, and Wille

CONSENT AGENDA

Mayor Alvey stated that there were two items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Hearing none, motion made by Eckhoff second by Barr that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Barr to approve the minutes of November 2, 2020. On a roll call vote, motion carried 6-0. Aye votes recorded: Barr, Swanson, Eckhoff, Causer, Myers, and Gabor

B. Motion by Wille second by Swanson to approve the payment of bills totaling $356,641.88 from all funds. On a roll call vote, motion carried 6-0. Aye votes recorded: Barr, Swanson, Eckhoff, Causer, Myers, and Gabor

PUBLIC HEARING

Mayor Alvey called to order the Public Hearing at 7:05 P.M. to offer an opportunity for public comment on a Community Development Block Grant - Downtown Small Business Stabilization Program to provide a Grant for Working Capital to Family Kitchen Inc. Family Kitchen started in 2006 and employs up to 10 employees. City Administrator, Robert Karls, discussed the program including funding, program requirements and other pertinent facts. He then presented a prioritized list of community development and housing needs. See attached exhibit.

Mayor Alvey then closed the Public Hearing.

REGULAR AGENDA

A. Resolution 2020-R-014 - Authorization for Downstate SB Stabilization Program

Motion by Gabor second by Myers to approve Resolution No. 2020-R-014, resolution of support for application for the Downstate Small Business Stabilization Grant for Family Kitchen, inc. as written. On a roll call vote, motion carried 6-0. Aye votes recorded: Barr, Swanson, Eckhoff, Causer, Myers, and Gabor

B. Update - Sewer Treatment Plant Project

Jake Kinkade, gave the Council a presentation of the progress on the Sewer Treatment Plant Project

C. Fire Purchase - Cascade System

Motion by Causer, second by Swanson to approve the bid from SCBAS, Inc to purchase Compressor/Cascade System at a bid price of $59,995.00 which is paid by the grant received by the Fire Department. On a roll call vote, motion carried 6-0. Aye votes recorded: Barr, Swanson, Eckhoff, Causer, Myers, and Gabor

D. Traffic Signals - Deerfield Rd - Rt 116

Motion by Eckhoff, second by Gabor to work with Kelly Electric and IDOT to upgrade the traffic signal sensors at Rt 116 and Deerfield Rd. At a cost of $32,641.00 with the State paying 50% of the costs. On a roll call vote, motion carried 6-0. Aye votes recorded: Barr, Swanson, Eckhoff, Causer, Myers, and Gabor

E. 2020 Levy Ordinance

Discussion on the 2020 Levy ordinance, its impact, and unfunded liabilities, pensions, insurance reports, etc.

F. COVID Mitigation

Discussion on the updated mitigation rulings expected, such as 10 people in groups and going back to virtual city meetings and Rec Center closings.

Mayor Comments

Mayor Alvey reminded residents to wear masks, He also noted that Alderman Swanson, Ward I, may be retiring the first of the year and would not be attending meetings.

Council Comments

Alderwoman Eckhoff noted that Fairview Subdivision, their residents, will be showing drive thru lights as in a "enchanted forest" for the Christmas Season,

Public Comments

Jay Hoover, who owns a bar in Pontiac, wants to know what the City do to help bar & restaurant owners who are having to close because of the Governors orders, possibly a pro-rated rebate on their liquor licenses. Mr. Hoover was informed that Illinois is offering a Business Interruption Grant and those affected should apply.

Executive Session

Motion by Barr, second by Swanson to adjourn to Executive Session to discuss and consider property acquisition and Litigation as authorized under Section 2(c)2 of the Illinois Open Meetings Act. No action will be taken. On a roll call vote, motior carried 6 0. Aye votes recorded: Barr, Swanson, Eckhoff, Causer, Myers, and Gabor

On motion duly made and seconded, the regular meeting of the City Council was adjourned.
