City of Pontiac Planning and Zoning Board Met July 29.

The City of Pontiac Planning and Zoning Board held an emergency meeting at 4:30 p.m. in the City Hall Council Chambers to consider the following:

Review of Section 103-445(12)- Standards for specific sign types. This ordinance states that the surface area of a window sign must not exceed 25 percent of the total window area. Following the review, Board will review the second design for Flanagan State Bank.

Diaz Sign Art, petitioner, requests a sign review for a wall sign to be placed at Institute for Human Resources, located on 920 Custer Avenue, in a B-3 District. Sec. 103-444(1)(5) states wall signs in the B-1, B-2, and B-3 Districts require special sign review by the planning and zoning board, according to the provisions of article III, division 3 of this chapter.

The following members were present: Tim Lewis, Rick Baier, Paul Giordano, Matt Stock, and Bill Abraham. Bill Cole and Pat Martin were absent. Also present were Bob Karls, City Administrator and David Wilson, Building and Zoning Officer. With a quorum being present, the meeting started at 4:30 p.m.

The Board reviewed and approved the signage for Diaz Sign Art. There was discussion amongst the Board regarding approval for signage, and Tim Lewis made a motion to recommend to City Council that signage shall be approved at staff level rather than having a meeting from the Board to approve. With a second from Bill Abraham and a unanimous yes vote, the motion was approved. Bob Karls then discussed with the Board that neighboring municipalities going as far as Chicago have an average of 25% coverage for window signs. Tim Lewis made a motion to recommend to City Council that the code should remain at 25%. With a second from Rick Baier and a unanimous yes vote, the motion was approved. Mr. Karls also mentioned to the Board that Flanagan State Bank is reviewing an alternative solution to their signage variance.

Matt Stock suggested that the Planning Commission Board amend a code amendment to allow households to have a limited number of non-crowing chickens. Bill Abraham questioned what codes would be in place regarding smell, chicken feces, and chickens running at large. Mr. Karls mentioned that research will be done and later discussed.

With no further discussion, Matt Stock made a motion to adjourn the meeting, and with a second from Bill Abraham and a unanimous yes vote, the meeting adjourned at 4:50 p.m.
