Minutes of the Transportation Committee
The Transportation Committee of the McLean County Board met at 8:00 a.m. in Room 400 of the Government Center, 115 E. Washington St., Bloomington, Illinois.
Members Present: Vice Chairman William Friedrich, Members Gerald Thompson, Lea Cline, Val Laymon and Jim Rogal
Members Absent: Chairman James Soeldner and Member Shayna Watchinski Other Members Present: None
Staff Members Present: Cassy Taylor, County Administrator; Cathy Dreyer, Assistant County Administrator; Julie Morlock, Recording Secretary
Department Heads Present: Jerry Stokes, County Engineer
Others Present: Luke Hohulin, Assistant County Engineer
The meeting was called to order by Vice Chairman Friedrich at 8:00 a.m. and a quorum declared.
Vice Chairman Friedrich presented the Transportation Committee December 16, 2021, special meeting and January 4, 2022, regular minutes for approval.
Motion by Cline/Laymon to approve the Transportation Committee December 16, 2021, special meeting and January 4, 2022, regular minutes.
Motion Carried.
Vice Chairman Friedrich presented prepaid bills and transfers in the amount of $910,734.12. Mr. Stokes noted the change to the transfer.
Motion by Rogal/Laymon to recommend payment of bills as presented.
Motion carried.
Vice Chairman Friedrich confirmed with Cassy Taylor there were no appearances by members of the public or employees.
Vice Chairman Friedrich presented for action a request to approve Resolution for January 25, 2022, construction and material letting. Mr. Stokes went over this project and indicated this is where rebuild Illinois funds will go. He also went over some other items including oil and chip work for summer projects in townships.
Motion by Rogal/Cline to recommend approval of a Resolution for the January 25, 2022, Material and Construction Letting.
Motion Carried.
Vice Chairman Friedrich presented for action a request to approve a Bridge Construction Petition for Joint Culvert Replacement #1, Dawson Road District. Mr. Stokes went over project and showed a couple of pictures of the project.
Motion by Cline/Laymon to recommend approval of a Bridge Construction Petition for Joint Culvert Replacement #1, Dawson Road District.
Motion Carried.
Vice Chairman Friedrich presented for action a request to approve an Anticipation of Township Bridge Program Funds Resolution and Bridge Construction Petition for Meiners II Bridge, Section 21-02124-00-BR – Anchor Road District. Mr. Stokes confirmed that the County utilizes funds to pay for project and then are reimbursed with township funds. He indicated that township will be using rebuild Illinois funds on this project.
Motion by Laymon/Thompson to recommend approval of Anticipation of Township Bridge Program Funds Resolution and Bridge Construction Petition for Meiners II Bridge, Section 21-02124-00-BR – Anchor Road District

Mr. Stokes indicated they were getting ready for snow event.
Vice Chairman Friedrich asked if there was any other business to come before the Committee; hearing none, he adjourned the meeting at 8:10 a.m.
