McLean County Health Committee met March 3.

Here are the minutes provided by the committee:

The Health Committee of the McLean County Board met at 5:30 p.m. in Room 400 of the Government Center Building 115 E. Washington Street, Bloomington, IL.

Members Present: Chairman Susan Schafer, Members: Randall Martin, Sharon Chung, Catherine Metsker

Members Absent: Members Lyndsay Bloomfield, Hannah Beer and Beverly Bell Other Members Present:

Staff Present: Ms. Cassy Taylor, County Administrator; Ms. Cathy Dreyer, Assistant County Administrator; Ms. Julie Morlock Recording Secretary; Ms. Ashley Scarborough, Assistant State’s Attorney Civil Division

Department Heads/Elected Officials Present: Jessica McKnight Health Department; Jason Tabb, Juvenile Detention Center; Tim Wiley, Nursing Home Director

Others Present: None

Chairman Schafer called the meeting to order at 5:30 p.m. and declared a quorum. She introduced Ashley Scarborough the new Assistant State’s Attorney in the Civil Division located in the Administration offices.

Chairman Schafer presented the January 13, 2022, special meeting minutes and January 31, 2022, regular meeting minutes of the Health Committee for approval.

Motion by Martin/Chung to approve the Health Committee’s January 13, 2022, special meeting minutes and January 31, 2022, regular meeting minutes. Motion Carried.

Chairman Schafer presented for approval bills for Jail Medical and JDC Medical with a prepaid and fund total of $52,949.25.

Motion by Metsker/Martin to approve bills for Jail Medical and JDC Medical as presented.

Motion carried.

Chairman Schafer presented the bills for the Developmental Disability Board for approval with a prepaid and fund total of $101,124.62

Motion by Chung/Metsker to approve bills for the Developmental Disability Board as presented.

Motion carried.

Chairman Schafer presented for approval the Nursing Home bills with a prepaid and fund total of $171,534.87.

Motion by Martin/Chung to approve bills for the Nursing Home as presented. Motion carried.

Chairman Schafer presented for approval the bills for the Board of Health with a prepaid and fund total of $111,220.06.

Motion by Metsker/Chung to approve the bills for the Board of Health as presented. Motion Carried.

Mr. Jason Tabb, Superintendent, Juvenile Detention Center presented his monthly reports to the Committee. Chairman Schafer asked if there were any questions; hearing none, she thanked him.

Ms. Jessica McKnight, Health Department Administrator presented for action a request to approve an Ordinance of the McLean County Board amending the 2022 Combined Appropriation and Budget Ordinance for Fund 0107. Ms. McKnight noted this was the funding she had discussed before and as they had now been provided the figures by the State they could put the funds into the budget.

Motion by Metsker/Chung to recommend approval of an Ordinance of the McLean County Board amending the 2022 Combined Appropriation and Budget Ordinance for Fund 0107.

Motion Carried.

Ms. McKnight, Health Department presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2021 Combined Annual Appropriation and Budget Ordinance for Fund 0110. Ms. Taylor noted this was clean-up of 2021 figures prior to the start of the audit.

Motion by Martin/Metsker to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2021 Combined Annual Appropriation and Budget Ordinance for Fund 0110.

Motion Carried.

Ms. McKnight presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2021 Combined Annual Appropriation and Budget Ordinance for Fund 107. Ms. Taylor noted this was clean-up of 2021 budget figures prior to the start of the audit.

Motion by Martin/Chung to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2021 Combined Annual Appropriation and Budget Ordinance for Fund 107.

Motion Carried.

Ms. McKnight presented her monthly report to the Committee. Chairman Schafer asked if there were any questions; hearing none, she thanked her.

Mr. Tim Wiley, Nursing Home Administrator presented his monthly reports. Ms. Metsker asked him to confirm resident numbers as of the end of January. Mr. Wiley confirmed. Ms. Metsker noted differences in numbers between his report and the Treasurer but indicated she would follow up with him outside the meeting. Ms. Schafer asked if changes in federal reimbursement would affect the current Nursing Home budget. Mr. Wiley stated federally required levels of staff had been changed, but as they had been and were currently meeting the new standards he was not concerned. Ms. Schafer asked about reimbursement changes. Mr. Wiley confirmed that reimbursement rates were dependent on meeting staffing requirements. Mr. Martin asked if changing the brand at the nursing home had been discussed recently. Ms. Taylor noted Administration staff and Mr. Wiley had recently discussed moving forward with that project. Chairman Schafer asked if there were any questions; hearing none, she thanked him.

Chairman Schafer noted that Ms. Suzanne Scott, Adult Detention was not present but her report was in the packet. Chairman Schafer asked if there were any questions; hearing none, she moved to the next item on the agenda.

Ms. Cassy Taylor, County Administrator indicated she had no action items for the Committee. She noted there would be a BHCC meeting next Friday, March 11th at 7:30 a.m. where the behavioral health action plan would be presented. Chairman Schafer asked if there were any questions; hearing none, she thanked her.

Under Other Business Ms. Schafer noted the next meeting would be Thursday, April 7, 2022.

Chairman Schafer presented transfers from the packet for approval. Ms. Dreyer noted they were end of the year clean up items.

Motion by Martin/Chung to approve the transfers provided in the packet. Motion carried.

Chairman Schafer asked if there was any additional business to come before the Committee; hearing nothing, she adjourned the meeting at 5:51p.m.
