City of Chenoa City Council met April 26.

Here are the minutes provided by the council:

The Chenoa City Council met in regular session at 6:30 p.m. at City Hall. Mayor Wilder, Commissioners Buchanan, Bell, Daiker and City Clerk Rhoades were in attendance.

#5387 Commissioners Daiker and Buchanan moved and seconded the Motion that the Minutes of the Regular Meeting of April 12, 2022 and the Minutes of the Executive Session of April 12, 2022 and March 31, 2022 be approved. That the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of same. The roll call vote was affirmative.

#5388 Commissioners Buchanan and Bell moved and seconded the Motion that the council do now adjourn. The roll call vote was affirmative.

Comments from the Floor 

Sarah Michaels said the Red Carpet Corridor is Saturday, May 7, 2022 from 10:00 am to 4:00 pm. They expect more than 1,000 people entering Route 66 at the former Goodin’s Texaco location down the road in front of the Finish Line and going to the Pharmacy. At the Pharmacy they will be picking up a bingo card that each community involved will have a sticker for the card. She has updated and expanded the Chenoa portion in the Route 66 brochure. The Business and Visitors Guide Directory for Route 66 has information in it for Chenoa about 10 years old. She will have that updated for next year. Other communities in the area are having festivals during the time of the Red Carpet Corridor. She asks that in the future that something happens in Chenoa other than just the Garage Sales. She asks if the City could fill the potholes along Veto before the event. She gave an update on the trees along Route 66. There is one tree that does need to be replaced but the rest look good. Commissioner Bell brought it to her attention that the building across the street has the back side that is falling in. He wanted her to be aware to try to keep people away from that area during the event.

Dave Shane said he is the former employee that put that tile in by Rick Carranza’s house. HE said the problem isn’t the tile but the cap they put on the tile across the street from him later on. There is nowhere for the water to go as there is no good outlet now. He also asked if there could be rock taken out to the lake as the road has been bad for a long time. He then questioned how much Chenoa gets to patrol Gridley. Chief Cornwall said $69,000 plus $5,000 per year to go towards replacing squad cars. Dave asked if they have a contract and for how long. Mayor Wilder said they have a 4 year contract and each contract renewal they do increase the price from Gridley. Dave felt that Chenoa was losing money by patrolling Gridley. Chief Cornwall said Gridley covers 4 hours of patrol a day and is the reason Chenoa can stay a 24 hour department. Chief Cornwall said he will sit with Dave and go over and explain all of this to him.

Bill Bridge with the Brown Jug asked for more gravel along Franklin behind the Brown Jug. He said the sides are getting bad.

Melissa Cooper said the Chenoa Shop-N-Go will be having their event on May 21. They have about 120 vendors for the event. She is asking for garbage cans, in park security for the night before while vendors are setting up, bounce houses set up, if the bathrooms will be up and running, she will need the ball field gate unlocked. She also said there is a pothole on Second Street that is pretty big. Mayor Wilder said he does not know where they are on the bathrooms but hopefully they are done soon. Chief Cornwall will work with her on security. Mayor Wilder asked her to make her list for the City and someone will get working on that with her.

Presentation and Discussion with Cheryl Jolly Regarding TIF/BDD Application 

Tim Jolly, Cheryl’s husband, said a house they own is in the TIF District and they pay into the TIF District with that property’s taxes. They are here to discuss getting TIF funds to make exterior renovations to their property. This would enhance the property and property values. They are asking for $30,000 in total for siding, sidewalks, porch repairs and landscaping. They will be using local contractors for the work. They have already spent $12,000 on a new roof and will be spending $15,000 for porch repairs. This property is along the 4th of July parade route and would benefit the town for having the property looking nice for that day. Mayor Wilder said he does not know of them covering 100 percent of a project cost with any other agreement. He also said he wants to do some research on what that property brings in vs. what it will bring in once the work is done. Commissioner Buchanan said it is really hard to do residential type stuff in the TIF District. He would like to look into the same stuff Mayor Wilder said. He said he will also look if there are other options to help with the cost like Silliman Trust. Commissioner Bell’s only concern is that it is zoned residential. The council will do some of the research they want to do and get back with Tim and Cheryl regarding this.

Commissioner Daiker said there is some work going on down at the park. He thanked the guys that did the work to level the grade for the new equipment. He named Zack Lopeman, Dave Shane, Don Nagel, Frank Summers, Steve Chapman, John Strike, and Dalton Campbell for the work. The City only had to pay for the fuel and the rental of one piece of equipment. The park is now ready for the equipment to be put in and that should start at the end of this week. The drainage work will be done after the equipment is in. He has contact for someone to work with him to get the pond stocked soon.

Mayor Wilder introduced the officers that were at the meeting. Ron is the Assistant Chief and has been in Chenoa his whole life, Travis is the Chief and has been here for 15 years, and Allen Cooley is the newest full-time officer. He thanked them for the job they do and asked them to stay focused on the businesses and let the businesses know that they are here to help them.

There being no further business, the meeting was adjourned.
