City of Chenoa City Council met April 12

City of Chenoa City Council met April 12.

Here are the minutes provided by the council:

The Chenoa City Council met in regular session at 6:30 p.m. at City Hall. Mayor Wilder, Commissioners Buchanan, Bell, Diaker, treasurer Bryan Rowold and billing clerk Mullen were in attendance.

#5377 Commissioners Daiker and Buchanan moved and seconded the Motion that the Minutes of the Regular Meeting of March 22, 2022, the Minutes of the Special Meeting of March 31, 2022, and the Minutes of the Executive Sessions of February 22, 2022 and March 31, 2022 be approved. That the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of same. The roll call vote was affirmative.

#5378 Commissioners Buchanan and Bell moved and seconded the Motion to approve zoning board recommendation to rezone certain real estate pending amendments. The roll call vote was affirmative.

#5379 Commissioners Buchana and Bell moved and seconded the Motion to approve Granting Restriction on lot sale. The roll call vote was affirmative.

`#5380 Mayor Wilder and commissioner Daiker moved and seconded the Motion to approve purchase of new body cameras for the police department via 5 year contract with Axon Enterprise Inc. in the amount of $32,620.60 in yearly installment payments over the terms of contact. The roll call vote was affirmative.

#5381 Mayor Wilder and commissioner Buchanan moved and seconded the Motion to approve the purchase of new hard drives for police department computers, in the amount of $2,877.45. The roll call vote was affirmative.

#5382 Commissioners Bell and Buchanan moved and seconded the Motion to approve to Executive Session to Discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees of the City of Chenoa - Section 2(c)(1). The roll call vote was affirmative.

#5383 Commissioners Buchanan and Bell moved and seconded the Motion to approve to Open Session. The roll call vote was affirmative.

#5384 Commissioners Bell and Buchanan moved and seconded the Motion to approve to hire Aaron Rhoades for city employee at $19.75 per hour until receiving full class B CDL. Pay to increase to $21.00 per hour. The roll call vote was affirmative.

#5385 Commissioners Buchanan and Bell moved and seconded the Motion to approve to promote Jerold Meier to Lead Employee with pay increase of $1.00 per hour. Approve pay increase for Asst. Chief Vanhouten to $24.50 per hour. Both effective April 9th 2022 for pay. The roll call vote was affirmative.

#5385 Commissioners Daiker and Buchanan moved and seconded the Motion that the council do now adjourn. The roll call vote was affirmative.

IN OTHER BUSINESS BEFORE THE COUNCIL:

Comments from the Floor

Rick Carranza states that the tile that is in his yard is still holding water after 5 days of no rain. He explains because of the tile issues that his crawl space floods leading to concerns of mold and would like the issues to be fixed. Commissioner Bell stated that he will give Kafers a call. Zach Lopeman also comments on the tile underneath his home having the same issue. Mayor Wilder says that is a conversation for another time.

Approve zoning board recommendation to rezone certain real estate pending amendments

Mayor Wilder explained that Lisa Easley purchased property from Ralph Brown to put a shed on it. It is a single property that is not allowed to have a storage shed on it and is needing to join properties through the county to make it one parcel. Lisa stated that the county has already joined the properties. She also explained that the shed is going to match the house.

Approve Granting Restriction on lot sale

Motion to carry today and vote again at the next meeting.

Approve purchase of new body cameras for the police department via 5 year contract with Axon Enterprise Inc. in the amount of $32,620.60 in yearly installment payments over the terms of contact

Chief Travis Cornwall explains that the department's current camera system is 5 years old with seven cameras total with three of them not having a full battery expectancy required by law. Chief Cornwall explains that the current system was bought out by Axon, one of the companies he looked into for new cameras. Axon is a five year program, 60 months program, paid in installments. Included in the installments all the cloud storage, 7 new cameras with all the equipment needed, charging bays, a warranty and the application. He explains that it is easier for storage and also sharing purposes. It also has five feet more depth with good audio. Cornwall says there is a grant that he will apply for that will cover the cost of the first year.

Approve the purchase of new hard drives for police department computers, in the amount of $2,877.45

Chief Travis Cornwall says the new hard drives will hold double the storage capacity than the current. He states that all of the old storage will transfer to the new hard drives. He explains the old hard drives were purchased five years ago and we are currently not paying anything.

Attorney's Comments

Absent.

Treasurer’s Comments

As of February everything has been deposited besides for the swimming pool which is to be expected. Most funds are currently over and expenses are all down.

Next meeting there will be two TIF presentations to go over and be discussed, one is about cleaning up for the parade route and the doll house that was purchased.

Mayor Wilder

Officially have received Lee Reinhart’s registration to be filed. Parts are needed for the water truck and the check engine light needs to be looked at. It was estimated to cost around $1500 to $2000 at Chenoa Auto Repair will be discussed at a later meeting. Chad the computer operator at the water plant has been coming over to fix the current problem.

There being no further business, the meeting was adjourned.
