Here are the minutes provided by the board:

A McLean County Unit District No. 5 Board of Education meeting was held Wednesday, December 14, 2022, beginning at - 6:30pm (Sign up for public comments will be open from 5:15pm - 6:15pm) at the Normal West High School, 501 N Parkside Rd, Normal, IL 61761.

1. CALL TO ORDER AND ROLL CALL

2. ADJOURN TO CLOSED SESSION (5:45p.m.)

At 5:46 p.m. Gozur moved, DeHaai seconded to adjourn to closed session to discuss the following matter according to the exceptions provided in the Open Meetings Act and specified as follows:

•2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity and

•2(c)(10) The placement of individual students in special education programs and other matters relating to individual students and

•2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public boy has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

3. RECESS

At 6:22 p.m. the Board recessed to return to public session.

4. RETURN TO PUBLIC SESSION

At 6:31 p.m. Gozur moved and DeHaai seconded to return to public session. Roll Call: Ayes: Coleman, DeHaai, Gozur, Kalitzky, Pyle, Roser, Hitchins. Nays: None. Motion carried. Also present: Superintendent Dr. Kristen Weikle, Chief Financial Officer Martin Hickman, Attorney for the District M. Curt Richardson, Executive Director of Operations Joe Adelman, Assistant Superintendent Michelle Lamboley, Director of Human Resources Roger Baldwin, and Director of Communications/Community Relations Dayna Brown

5. PUBLIC HEARING

A Public Truth in Taxation Hearing on Proposed Tax Levy

1 Mary Carlisle spoke against the district levying tax dollars given the recent failed referendum. Additionally, she shared comments on ESSR funds, school proficiency and expiring TIFS.

6. FOCUS ON STUDENTS AND GOOD NEWS REPORTS

A Good News - Co-Swim Coach of Year - Dawn Fudge and Heather Budak

Swim coaches Heather Budak of Normal Community and Dawn Fudge of Normal West were honored as co-sectional swim coaches of the year.

B Good News - NCWHS Student Marnie Howard

Normal West diver, Marnie Howard was recognized for placing fourth at IHSA state competition.

7. SUPERINTENDENT COMMENTS

Dr. Weikle celebrated Brigham Paraprofessional Susan Naber, who was nominated for the Recognizing Inspiring School Employees (RISE) Nomination. Susan will represent Illinois for the national RISE Award, sponsored by the U.S. Department of Education. Congress enacted the awards program in 2019 to celebrate classified school employees and recognize the best in the nation among school support personnel.

Dr. Weikle recognized those individuals who have been nominated for Those Who Excel nominees for 2022.

8. PUBLIC COMMENTS

Steve Mackowiak spoke about addressing the district's financial budget and needing to make the necessary cuts.

Mary Carlisle declined to speak again since she made her comments known during the public hearing on the levy.

Toni Gorrell praised the Normal Community Choir and recognized outstanding teacher Ben Luginbuhl.
