City of Pontiac City Council met Feb. 20.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on February 20, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff (Via Zoom), Lee, Bradshaw, Clark, Gabor, and Wille. Absent: Kallas and Hicks

CONSENT AGENDA

Mayor Alvey stated that there were three items on the consent agenda. He asked if there were any items that needed to be removed for later discussion. Hearing none, motion made by Bradshaw, second by Lee that the items on the consent agenda be approved as presented.

A. Motion by Bradshaw, second by Lee to approve the minutes of the February 6, 2022 as written. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

B. Motion by Bradshaw, second by Lee to approve the payment of bills totaling $555,623.97 from all funds. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille

C. Motion by Bradshaw, second by Lee to refer application for a Special Use Permit application by Woodburn Rentals to the Planning Commission. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille

REGULAR AGENDA

A Committee Reports

(1) Infrastructure Committee

Brian Gabor went over the minutes of the Infrastructure Committee meeting held on February 15, 2023. Update on the street projects was given by Brian Verdun, including Bridge repair, Turtle Drive maintenance, upcoming sidewalk repairs, some work that will need to be pushed into the next year and the storm sewer separation project.

(2) Finance Committee

The Finance Committee met on February 15, 2023. Discussed were General Fund revenues, ambulance service non emergency transports, planned substation and golf course pool.

B. Pontiac Firefighters Pension Fund

Jim Woolford presented the Pontiac Firefighters Pension Fund Annual Report. Listed were the Income, Assets, Benefits, Expenses and Liabilities. The fund is 61.6% funded.

C. Wastewater Treatment Plant Purchase - Dehumidifier

Motion by Gabor, second by Wille to approve the purchase of a Ebac brand dehumidifier from Sylvane at a cost of $17,245.00. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr. Giovanini, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

D. Wastewater Treatment Plant Project Change Order

Jacob Kinkade present to Council the final change orders for the sewer treatment plant project in the amount of $182,802.00. This will close out the contingency fund with an unused balance of $235,061.00 of the contingency monies. Motion by Barr, second by Lee to approve the change orders. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille

E. Ordinance 2023-O-008

Motion by Wille, second by Barr to approve Ordinance 2023-O-008, which authorizes the City to purchase 201 S. Main Street at a cost of $50,000.00, the property eventually to be used as an extension of the river walk area. On a roll call vote, motion carried 6-1. Aye votes recorded: Barr, Eckhoff, Lee, Bradshaw, Clark, and Wille.

Nay vote recorded: Giovanini. Abstain vote recorded: Gabor

Mayor Comments

Mayor Alvey said Council should have a list of concert plans for the summer at the next Council meeting

Administrator Comments

Jim Woolford said he and staff have been working on the City budget and thanked all staff for their help. Also, staff has been working on getting the sound corrected for regular city council meetings as their have been concerns.

Council Comments

Alderwomen Eckhoff also made comment on the sound quality of the streaming meetings.

Public Comments

Barb Howard has heard concerns about the sewer separation project and residents not being able to get to and from their homes. Suggested was to knock on residents doors and let them know what is going to happen that week, etc.

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
