Village of Colfax Board of Trustees met Feb. 23.

Here are the minutes provided by the board:

The regular monthly meeting was called to order on Monday evening, January 9, 2023 at 7:00 p.m. by Mayor Larry Dodds.

Trustees present were:

Rick Norton - Aye

David Rathke - Absent

Janice Edwards - Absent

Carol Stepheson - Aye

Charles Morefield - Aye

Vincent Beck - Aye

Also present were Police Chief Ritchie Cooper, Superintendent of Maintenance Joshua Hereford and Village Treasurer Connie Gossmeyer.

Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Vincent Beck seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Absent, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Village Treasurer Connie Gossmeyer have the Treasurer’s Report for the month of December 2022.

Beginning Balance $546,785.78

Ending Balance $502,970.64

Decrease for the month of December 2022 $ 43,825.14

Trustee Rick Norton made a motion to approve the Treasurer’s Report for the month of December 2022. Trustee Carol Stephenson seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Absent, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Trustee Rick Norton made a motion to pay the bills as presented. Trustee Vincent Beck seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Absent, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

There were no public comments.

First special report was given by Police Chief Ritchie Cooper. Police Chief reports he investigated a theft at Casey’s General Store. In the month of December, there were 3 citations issued. Police Chief Ritchie Cooper’s monthly report states there were reports done for retail theft and domestic dispute/assault.

Next special report was given by Superintendent of Maintenance Joshua Hereford. Josh reports the new 2022 Ford F-250 maintenance truck was delivered today after a very long wait and it parked outside for everyone to take a look at if they wish. Josh reports a new water hookup was installed for C&C Construction and at an later date they will work need to be hooked up to the sewer. All of the remaining stop signs have been installed. Josh and Nick replaced several burnt-out light bulbs in the lights on Main Street and replaced a light for the Colfax Fire Department. All of the Christmas decorations have been taken down. Josh reports Windle Concrete replaced the steps on Center Street near the old Masonic Building. He will get with Shaun Windle to see what can be done about the rest of the steps in that area near the laundry mat.

Mayor Larry Dodds reports there is an Animal Control/Zoning Report in your folders for review. There were no building permits issued in the month of December.

Mayor Larry Dodds reports there is an EMA Report in your folders for review. Shane Beck reports states the sirens were tested on December 6, 2022. There were no severe weather issues or warnings.

Final special report was given by Mayor Larry Dodds. Mayor Larry Dodds reports there is a list of the monthly revenue for December 2022. Mayor Dodds and our engineers with Farnsworth Group will be having a conference call with IDOT to discuss the Safe Routes to School Grant on January 18, 2023. The bid opening for the Water Tower Rehabilitation will be held on January 26, 2023 at 11:00 a.m. at the Village Hall. Larry reports he filed the 2022-2023 Tax Levy with McLean County on December 8, 2022. Mayor Dodds states he continues to work with Village attorneys regarding the situation at 305 E. Cooper Street. In the report the new water and sewer rates for 2023 have been outlined due to the 2% increase in the water and sewer fees. The extra money generated is being placed in a savings account.

Finance & Audit Committee Chairman, David Rathke, was absent. There is a committee meeting scheduled for Monday, February 13, 2023 at 7:00 p.m.

Police & Liquor Committee Chairman, Carol Stephenson, has nothing to report at this time. There is a committee meeting scheduled for Thursday, March 2, 2023 at 7:00 p.m.

Water & Sewer Committee Chairman, Charles Morefield, has nothing to report at this time. There is a committee meeting scheduled for Monday, January 30, 2023 at 7:00 p.m.

Streets & Lights Committee Chairman, Rick Norton, has nothing to report at this time. There is a committee meeting scheduled for Thursday, March 23, 2023 at 7:00 p.m.

Maintenance Equipment and Vehicle Chairman, Vincent Beck, has nothing to report at this time. There is a committee meeting scheduled for Monday, March 27, 2023 at 7:00 p.m.

First item of old business was to authorize Mayor Larry Dodds to sign the 5-year loan from Peoples State Bank in the amount of $54,225.00 at an interest rate of 4% for the purchase of the 2022 Ford F-250 Maintenance truck.

First item of new business was the discussion and approval of the salary increase for Adrian Corely, Christopher Creech and Justin Givens from $18.00 per hour to $21.00 per hour, retroactive to November 14, 2022.
