Village of Heyworth Board of Trustees met April 6.

Here are the minutes provided by the board:

Location of Meeting: Village Hall-108 S. Buchanan St., Heyworth, IL 61745 

Meeting Called To Order by Mayor Zalucha at 6:30pm. 

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

REPORT FROM THE MAYOR:

Mayor Zalucha congratulated Bryan and Mike on their election win.

Reported there will be a need for executive session.

Discussed Bloomington/Normal Airport. The airport authority has tried this before a couple times. The bill to raise taxes for McLean County passed Senate on March 30th. Had discussions with Sally Turner and she is against it and so is Dan Caulkins. No government body knew anything about this. Mayor Zalucha read an email he sent to Brad Cole at IML. Brad said they would stay neutral on this bill.

REPORT FROM CLERK - STACY SHOEMAKER:

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

Stacy Shoemaker reported on Hey Days. The bands have been selected and Hey Days has received around $3,500 so far. We are still looking for food vendors.

REPORT FROM CHIEF GERIETS:

No report.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported having three new permits to approve.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:

David Shafer reported that most of the water services on Karr Street have been transferred. Reported the lead service line inventory is due to the EPA in another week and a half, no know lead service lines exist in the village.

Reported having several main breaks on Vine Street that are believed to have existed for some time, but construction agitation brought them to surface.

Parks:

Reported the concession stand bathrooms remain closed, Paul Davis has been very slow on the restoration. Reported the playground equipment has been received. Staff have begun disassembly of the old equipment. Reported the dock has been delivered.

Storm Sewer & Drainage:

Reported Todd Breese has inquired about the Village assisting with the repairs for a tile that supposedly runs from Hillside Subdivision through parcel 35-03-127-004 on the south side of RT 136. The total cost of repairs is estimated at $8,300.

Equipment & Staffing:

Reported staff are working on filling the open position in public works and a part time position (seasonal).

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported Stark has secured all bonds and insurance and has started making submittals. Ameren is supposed to be moving poles in the next two weeks.

REPORT FROM TREASURER-BOBBI BATCHELDER:

Bobbie Batchelder reviewed the finances and grants for the village.

REPORT FROM BUDGET OFFICER-BOBBI BATCHELDER:

No report.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds reported on COVID-19. The Governor executed a new executive order on Friday, March 31, 2023, extending the statewide disaster declaration. McLean County is currently in the low level of transmission. Reported working with the developer for a new site plan and Preliminary Plat for the layout of the subdivision on the east side of Waveland Avenue.

Reported participating in a webinar for the Sewer Infrastructure Grant through Rodney Davis. Reported Pavlov has essentially completed their installations. There may be some restoration efforts still required. Reported working through the process of hiring a season and a full-time Public Works employee. Reported on adding a calendar for games and field usage on our website, the cost will be $400. Reported New Business items to discuss tonight.

Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

REPORT FROM ATTORNEY-GEOFF DODDS:

Thomas Grant thanked the board for approving his action item on the agenda.

ED&P-TRUSTEE GIRDLER:

Trustee Girdler reported having a meeting on the 23rd.

Discussion a question that was asked from Vogel on the BDD to extend it for qualifications. Discussed amending the BDD.

Discussion about Kyle Koester wanting to partner with the village.

Discussed the easements the village will need to obtain down the road.

HUMAN RESOURCE & PUBLIC RELATIONS-TRUSTEE BROWN:

No report.

PARKS & INFRASTUCTURE-TRUSTEE FLUBACKER:

No report, but did discuss having volunteers do some clean up at the park.

OLD BUSINESS: None.

2023-19 (Sheppard, Strunk) Ordinance amending the Annual Budget and Appropriation Ordinance for the Fiscal Year May 1, 2022, to April 30, 2023, for the Village of Heyworth, County of McLean, State of Illinois. 6-yes. 0-no. [Motion Carried]

Discussion on liquor licenses.

2023-20 (Sheppard, Girdler) Ordinance amending the Liquor Control Ordinance, Title 4 Chapter 2, of the Village Code of Heyworth to amend the number of available liquor licenses. 6-yes. 0-no. [Motion Carried] Tabled (Girdler, Lauterberg) Resolution approving a proposal from Vortex for the purchase of a Splash Pad fixture Village of Heyworth Volunteer Park Splash Pad. All aye. [Motion Carried]

Removed (Lauterberg, Sheppard) Resolution approving an agreement with Clean, The Uniform Company for services for the Village of Heyworth. All aye. [Motion Carried]

2023-28 (Girdler, Lauterberg) Resolution approving a Special Event Permit and Noise Permit for the Little-Embry Rainey VFW Post 1559 for use of public property of the Village of Heyworth on October 1, 2023. 6-yes. 0-no. [Motion Carried]

Tabled (Lauterberg, Strunk) Resolution approving a Livestock Permit for chickens at 815 Tomahawk Court in the Village of Heyworth. All aye. [Motion Carried]

2023-29 (Sheppard, Girdler) Resolution approving an amended Special Event Permit and Noise Permit for Heyworth Connect for use of the Village of Heyworth Volunteer Park for live music and entertainment for various dates in Calendar Year 2023. 6-yes. 0-no. [Motion Carried]

Discussion on what is going to happen.

New Business:

Geoff Dodds provided the board with a budget to review.

Discussed the swing set at Cobble Creek Park and using donations from Vernon Hanks to replace it. The board is ok with it.

Discussed the parks advisory committee. Parks has been talking about having one for a while. The grant recommends having one in place.

Mayor Zalucha discussed with having multiple establishments with the same things like two liquor stores and would they survive. Much discussion on gambling and licensing.
