Village of Heyworth Board of Trustees met April 20.

Here are the minutes provided by the board:

Location of Meeting: Village Hall-108 S. Buchanan St., Heyworth, IL 61745

Meeting Called To Order by Mayor Zalucha at 6:30pm.

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

REPORT FROM THE MAYOR:

Mayor Zalucha presented Trustee Harold Brown with a plaque for his services of being on board. Trustee Brown wish we would enforce the burn ordinance.

Discussed the Bloomington/Normal Airport Authority bill, it was sent to a committee and the bill was not called. The Airport Authority will probably keep trying. Reported will continue working with the mayors with the Mayor’s Association. Mayor will keep the board informed.

Reported we will have an executive session.

REPORT FROM CLERK - STACY SHOEMAKER:

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

No report.

REPORT FROM CHIEF GERIETS:

No report.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported 10 permits have been issued so far this year, 1 permit application is pending approval.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:

David Shafer reported our lead service line inventory has been submitted to the EPA.

Reported will be preparing our annual drinking water quality report in the next month.

Reported having a source water protection plan to submit to the IEPA for approval in June. Reported the staff has repaired two water services in the last week.

Sewer:

Reported the IEPA has scheduled their triennial inspection visit for our sewer plant for next Tuesday at 10am. Reported the generator at the North Lift Station has been repaired and is functioning properly.

Parks:

Reported the concession stand bathrooms remain closed, Paul Davis has been very slow on the restoration. Storm Sewer & Drainage:

Reported Todd Breese has inquired about the Village assisting with the repairs for a tile that supposedly runs from Hillside Subdivision through parcel 35-03-127-004 on the south side of RT 136. The total cost of repairs is estimated at $8,300.

Equipment & Staffing:

Reported working on filling the open position in public works and a part time position (seasonal). Reported that all items on the Department of Labor inspection report have been addressed and documentation has been sent to the inspector to close out the report.

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported construction on Prairie View Subdivision is expected to start next week. Reported Laverdiere Construction continues to make good progress on the water main project, roughly 70% of the pipe is installed. Operating permits have been received or applied for about 1/3 of the project. Reported the service line transfers will probably begin in the next week.

Reported Stark plans to mobilize equipment for the Karr Street Project this week and start construction next week. Ameren will be moving poles next week.

Frontier has relocated phone lines.

REPORT FROM TREASURER-BOBBI BATCHELDER:

REPORT FROM BUDGET OFFICER-BOBBI BATCHELDER:

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds reported on COVID-19. The Governor executed a new executive order on Friday, March 31, 2023, extending the statewide disaster declaration. McLean County is currently in the low level of transmission. Reported we have a meeting scheduled next week with the developer to further discuss the new site plan and Preliminary Plat for the layout of the subdivision on east side of Waveland Avenue.

Reported participating in a webinar for the Sewer Infrastructure Grant through Rodney Davis. Reported that we were awarded a nearly $1.2 million grant for the Illinois Transportation Enhancement Program from the Illinois department of Transportation grant program for the Centennial Shared-Use-Path Project. Reported having further discussion on the Centennial Park Rental Agreement.

Reported working through the process of hiring a season and a full-time Public Works employee. Reported we are still waiting on the upgrades to completed on the website.

Reported New Business items to discuss tonight.

Reported on the Bloomington-Normal Airport Authority and having several discussions with various parties and worked on researching the proposed legislation.

Reviewed and discussed the amended budget and the changes before the board adopts it tonight. Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

REPORT FROM ATTORNEY-GEOFF DODDS:

PARKS & INFRASTUCTURE-TRUSTEE FLUBACKER:

Trustee Flubacker reported having a committee meeting this evening.

Discussed the rental agreement and a tier approach for the rental of the fields.

Discussed volunteering to do improvements at the park.

Discussed the Todd Breese item. Discussed covering ½ the expenses up to $4,100 or have owner purchase material and staff do the work.

ED&P-TRUSTEE GIRDLER:

No report.

HUMAN RESOURCE & PUBLIC RELATIONS-TRUSTEE BROWN:

No report.
