City of Fairbury City Council met April 19

City of Fairbury City Council met April 19.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Jon Kinate, Bruce Weber, James Tipton, and Bill Schmidgall. Steve Endres arrived at 6:32pm.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Tipton, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the April 5, 2023, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 5-0. YES-Norris Kinate Weber Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

• Jason Smith presented to the council a plan to build memorial basketball courts in the community.

• Dale Maley discussed doing some painting upkeep to the parks as well as updating an awning at the Echo Museum.

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief- none

→ Sewer – Bruce Pride, Asst. Superintendent– none

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief reported-

• New police Dodge Durango was delivered

• Insurance issued a check for the Explorer that was damaged by a deer

→ City – Brett Ashburn, Superintendent reported –

• Final paperwork for Covid money was submitted

• Submitted the first lead service line inventory mandate from the federal EPA

→ Legal – Steven Mann, City Attorney – absent

7. Reports of Aldermen

→ Alderman Norris –

• Thanked Dale Maley for his volunteer work. Asked for update on pool progress.

→ Alderman Endres –

• Possible drainage issue on Carter Dr.

→ Alderman Hoselton –absent

→ Alderman Kinate –

• Asked for an update on Route 24 being fixed

→ Alderman Weber – no report

→ Alderman Hoffman – absent

→ Alderman Tipton –

• Followed up on the basketball court presentation

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Endres to approve pay ordinance including contracts with City Superintendent and Police Chief. Motion carried 6-0 YES- Norris Endres Kinate Weber Tipton Schmidgall

B. Motion by Norris, second by Endres to approve sale of 2013 Explorer to Dullahan Auto Sales for $1,351.57. Motion carried 6-0 YES- Norris Endres Kinate Weber Tipton Schmidgall

C. Motion by Weber, second by Endres to approve improvements for the Stafford Center. Motion carried 6-0 YES- Norris Endres Kinate Weber Tipton Schmidgall

D. Motion by Schmidgall, second by Norris to approve proposal from Gomez Lawncare for $7,000 for the downtown flower boxes. Motion carried 6-0 YES- Norris Endres Kinate Weber Tipton Schmidgall

11. Other Items for Discussion & Information

➢ Alderman Endres and Dale Maley are looking into fixing broken equipment at Marsh Park

12. Public Comment

13. Executive Session

Motion by Schmidgall, second by Kinate to enter Executive Session at 7:40 p.m. Motion carried 6-0 YES- Norris Endres Kinate Weber Tipton Schmidgall

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Kinate, second by Norris to enter Open Session @ 7:52 p.m.

NO ACTION TAKEN

14. Adjournment – Motion by Norris, second by Schmidgall to adjourn at 7:53 p.m.
