City of Fairbury City Council met May 3

City of Fairbury City Council met May 3.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, James Tipton, and Bill Schmidgall.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the April 19, 2023, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Brian J Munz Scholarship Awards presented by Jim and Jeanne Munz.

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief-

• Construction is making headway on the new trail addition on Hickory St.

• Found a new company in Saunemin to install fire truck lights.

• Wants a consideration for a new end loader on the next agenda.

→ Sewer – Bruce Pride, Asst. Superintendent– absent

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief reported-

• New recruit is in academy

→ City – Brett Ashburn, Superintendent reported –

• IDOT responded with a meeting for May 23rd to discuss repairing Route 24.

→ Legal – Steven Mann, City Attorney – none

→ Alderman Kinate – referenced an IML article about liability waivers

→ Alderman Weber – suggested putting new memorial basketball hoops at Sunken Park

A. Swearing in of newly elected officials

B. Motion by Schmidgall, second by Kinate to approve the City Fiscal Budget for 2023- 2024. Motion carried 7-0 YES- Norris Endres Hoselton Kinate Weber Tipton Schmidgall

C. Motion by Tipton, second by Hoselton to approve amendments to Fire Department pay schedule. Motion carried 7-0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

D. Motion by Weber, second by Norris to approve the Bank of Pontiac, Morton Community Bank, First State Bank of Forrest, and The Illinois Funds as the financial institutions for the City of Fairbury and to approve Dale Diller, Alexandria Reis, Jessica Wenger and Brett Ashburn as check signers. Motion carried 7-0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

E. Motion by Norris, second by Endres to approve the Bank of Pontiac as financial institution for the City of Fairbury Police Department restricted funds and unawarded seized funds accounts and to approve Randall Vedder, Dale Diller, Robert McCormick and Brett Ashburn as check signers. Motion carried 7-0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

F. Motion by Endres, second by Schmidgall to payment of bills that occur monthly or deemed necessary by City Treasurer and City Superintendent throughout the fiscal year to avoid late charges for due dates that do not fall in line with Council Meetings. Motion carried 7-0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

G. Motion by Endres, second by Norris to approve appointing Leroy Rodriguez to the Zoning Board of Appeals. Motion carried 7-0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

H. Motion by Kinate, second by Hoselton to approve Motor Fuel work and budget. Motion carried 7-0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

I. Motion by Kinate, second by Tipton to approve two events involving alcohol sales and consumption on City Property requests from Crazy Crain’s. Motion carried 7-0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

J. Motion by Norris, second by Kinate to approve request from Mary Catherine Carter to use Marsh Park on June 10th from 11 a.m. – 4 p.m. for Freedom Fest. Motion carried 7- 0 YES Norris Endres Hoselton Kinate Weber Tipton Schmidgall

11. Other Items for Discussion & Information

• IDPH congratulated the City on maintaining 20 consecutive years of perfect fluoridation in the water

• GLCEDC thanks the City for their support
