City of Fairbury City Council met June 7

City of Fairbury City Council met June 7.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Jerry Hoffman, James Tipton, Bill Schmidgall. Gary Norris was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Tipton to approve the following items on the Consent Agenda:

A. Minutes from the May 17, 2023, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0 YES-Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Brad Duncan spoke on behalf of members from the community to discuss wanting to allow side by side vehicles on City streets.

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief- none

→ Sewer – Bruce Pride, Asst. Superintendent– none

→ Water – Mike Mellott, Superintendent – none

→ Police – Robert McCormick, Chief - none

→ City – Brett Ashburn, Superintendent reported –

• Park lights came in to be installed at North Park

• Reported on meeting with IDOT representatives

→ Legal – Steven Mann, City Attorney – absent

7. Reports of Aldermen

→ Alderman Norris - absent

→ Alderman Endres reported–

• A tree is blocking a stop sign on Ash St.

→ Alderman Hoselton – none

→ Alderman Kinate – none

→ Alderman Weber – none

A. Motion by Hoselton, second by Schmidgall to approve the purchase of a snow box attachment for front end loader. Motion carried 7-0 YES Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

B. Motion by Schmidgall, second by Hoselton to approve leak detection proposal from Leak Detection Services, Inc. Motion carried 7-0 YES- Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

C. Motion by Kinate, second by Hoselton to approve Motor Fuel Project for sidewalk replacement. Motion carried 7-0 YES- Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Kinate, second by Hoselton to approve amending Section III of the pay ordinance. Motion carried 7-0 YES- Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

13. Executive Session

Motion by Kinate, second by Schmidgall to enter Executive Session at 7:14pm. Motion carried 7-0 YES- Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Hoselton, second by Kinate to enter Open Session @ 7:36 pm.

14. Adjournment – Motion by Schmidgall, second by Kinate to adjourn at 7:36 p.m.
