City of Pontiac City Council met June 19.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on June 19, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Kallas, Lee, Bradshaw, Cranford, Howard and Wille. Absent: Eckhoff and Causer

CONSENT AGENDA

Mayor Alvey stated that there were two items on the consent agenda. He asked if there were any items that needed to be removed for later discussion. Hearing none,

motion made by Wille, second by Howard that the items on the consent agenda be approved as presented.

A. Motion by Wille, second by Howard to approve the minutes of the June 5, 2023 City Council meeting. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Bradshaw, Cranford, Howard and Wille.

B. Motion by Wille, second by Howard to approve payment of bills totaling $295,866.13 from all funds. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Bradshaw, Cranford, Howard, and Wille.

REGULAR AGENDA

A. Resolution 2023-R-003

Motion by Kallas, second by Bradshaw to approve Resolution 2023-R-003, Levying Additional tax of .02% as allowed under Section 3-1 of the Illinois Library Act for building and building maintenance for the Pontiac Public Library. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Bradshaw, Cranford, Howard, and Wille.

B. Ordinance 2023-O-016 Lee Miller Garage Setback Variance

Motion by Cranford, second by Lee to approve Ordinance 2023-O-016, a variance request by Lee Miller for a garage setback at the property of 1302 N. Main St. On a roll call vote, motion. carried 4-4. Aye votes recorded: Kallas, Lee, Bradshaw, and Cranford. Nay votes recorded: Barr, Giovanini, Howard, and Wille. Showing a tie vote, Mayor Alvey cast the deciding vote, yes, approving the ordinance. Ordinance passes with a 5-4 vote.

C. Ordinance 2023-O-017 Vertical Bridge Special Use in E-R District

Motion by Bradshaw, second by Barr to approve Ordinance 2023-0-017, approving a special use permit by Vertical Bridge d/b/a VB BTS II, LLC for a cell tower in a E-R District, as written. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Bradshaw, Cranford, Howard, and Wille.

D. Agreement between Heritage Corridor CVB and the City of Pontiac

Motion by Barr, second by Wille to approve the Memorandum of Understanding between Heritage Corridor, HCCVB, and the City to accept the $27,790.00 Grant from the State of Illinois to fund a mural, and to then allow staff to execute all contracts with HCCVB and Diaz Sign Art to design, paint and the City to install mural. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Bradshaw, Cranford, Howard, and Wille.

E Agreement between the City and Diaz Sign Art

Motion by Barr, second by Howard to approve the Agreement between the City and Diaz Sign Art to design and paint a mural at the price of $25,000.00 which is being paid for by the grant received by the State of Illinois, through Heritage Corridor, as written, On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Bradshaw, Cranford, Howard, and Wille.

Alderman Kelly Eckhoff is now present for meeting.

F. Splash Pad Update

City Administrator explained to Council the recent issue of higher chemical levels at the Splash Pad, which were caused by the recent electrical problems. The Splash Pad was shut down and all visitors were contacted to explain the chemical increases and for each visitor to contact the City if there were concerns. All issues have be addressed and new protocols have been put into place to prevent matter happening in the future. Park Director, Taylor Baxter thanked all staff, etc who helped during this matter.

Taylor also introduced, Gavin Ramsey, the new Park Assistance Director. Gavin announced the Summer Park Program to be held July 10 thru 14 and August 1 thru 4.

Mayor Comments

Mayor Alvey noted the play put on by the Vermillion Players, Beauty & the Beast, was excellent and well attended.

Administrator Comments

Jim Woolford stated that he has talked to Illinois American Water regarding the drought the area is in and was informed that Illinois American Water does have drought weather plans, but there is plenty of water for the City as of date.

Council Comments

Alderman Bradshaw asked about the Stillwell Building and City attorney said the contracts have been sign for construction and work, weather permitting, should be starting.

Public

Executive Session

Motion by Cranford, second by Wille to adjourn to Executive Session for the purpose of discussing Property Acquisition matters as authorized under Section 2(c)2 of the Illinois Open Meetings Act. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Hicks, Bradshaw, Clark, and Wille.

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
