Village of Colfax Board of Trustees met June 19.

Here are the minutes provided by the board:

The regular monthly meeting was called to order on Monday evening, June 19, 2023 at 7:00 p.m. by Mayor Larry Dodds.

Trustee present were:

• Rick Norton - Aye

• David Rathke - Aye

• Janice Edwards - Absent

• Carol Stephenson - Absent

• Charles Morefield - Aye

• Vincent Beck - Aye

Also present were Superintendent of Public Works Josh Hereford; Assistant Superintendent of Public Works Nick Sandage; Village Treasurer Connie Gossmeyer; Police Chief Ritchie Cooper.

Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee David Rathke seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Village Treasurer Connie Gossmeyer have the Treasurer’s Report for the month of May 2023.

Beginning Balance $437,858.82

Ending Balance $443,592.78

Increase for the month of May 2023 $ 5,733.96

Trustee Rick Norton made a motion to approve the Treasurer’s Report for the month of May 2023. Trustee David Rathke seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Trustee David Rathke made a motion to pay the bills as presented. Trustee Rick Norton seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Public comments-Items on the agenda.

There were no public comments.

First special report was given by Police Chief Ritchie Cooper. There were 2 citations issued in the month on May 2023. Ritchie states police reports were completed for disorderly conduct, harassment by electronic device and civil dispute. Chief Cooper reports he has mailed 12 certified letters to residents regarding abandoned vehicles. He has heard from all but 3 residents, whom he mailed a Notice to Abate to last week.

Next special report was given by Superintendent of Public Works Josh Hereford. Josh reports an EPA inspection was gone at the sewer plant and we should have those results by the meeting in July. BPW completed some spray patching on the roads to be resurfaced. Josh and Nick patched some potholes throughout the Village of Colfax.

Mayor Larry Dodds reports there is an Animal Control/Zoning Report in your folders for review.

Final special report was given by Mayor Larry Dodds. Mayor Dodds states there is an outline of the revenue for May included in his report for further review. Mayor Dodds reports the advertisement for the Sanitary Sewer Cleaning and Televising has been developed and will be published this week. Bids are due by 11:00 a.m. on July 13, 2023. The Village of Colfax has received two tax distributions from McLean County totaling $31,051.40.

Finance and Audit Committee Chairman, David Rathke, had nothing to report at this time.

Police and Liquor Committee Chairman, Carol Stephenson, was absent.

Water and Sewer Committee Chairman, Charles Morefield, had nothing to report at this time.

Streets and Lights Committee Chairman, Rick Norton, has nothing to report at this time.

Maintenance Equipment and Vehicle Chairman, Vincent Beck, had nothing to report at this time.

First item of Old Business was the consideration and approval of Ordinance No. 2023-02, An Ordinance Amending Chapter 12 of the Municipal Code of the Village of Colfax, McLean County, Illinois Regarding Nuisances.

Trustee David Rathke seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

First item on New Business was the consideration of closing off Main Street from Brook to Center for set-up, concert and street dancing from 2:00 p.m. – Midnight on Saturday, August 5, 2023.

Trustee Vincent Beck made a motion to approve the closure of Main Street from Brook to Center for set-up, concert and street dancing from 2:00 p.m. -Midnight on Saturday, August 5, 2023. Trustee David Rathke seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Final item of new business was discussion related to annexation of the property on the southeastern edge of the Village of Colfax.

Mayor Larry Dodds reports the buyers are interested in being annexed into Colfax. They will submit a formal request once they close on the property in July 2023. They are also interested in discussion regarding developing parts of the land.

Trustee David Rathke made a motion to adjourn. Trustee Rick Norton seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
