City of Pontiac City Council met July 3.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on July 3, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Kallas, Lee, Causer, Bradshaw, Wille, and Howard.

Absent: Eckhoff and Cranford

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Giovanini, Kallas, Lee, Causer, Bradshaw, Wille, and Howard.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Mayor Alvey stated that there was four items on the consent agenda. He asked if it needed to be removed for later discussion. Hearing none, motion made by Kallas, second by Causer that the items on the consent agenda be approved as presented.

A. Motion by Kallas, second by Causer to approve the minutes of the June 19, 2023 City Council meeting. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Causer, Bradshaw, Wille, and Howard.

B. Motion by Kallas, second by Causer to approve payment of bills totaling $ 482,615.99 from all funds. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Causer, Bradshaw, Wille, and Howard.

C. Motion by Kallas, second by Causer to approve a parade permit for the Threshemens Parade on September 3, 2023. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Causer, Bradshaw, Wille, and Howard.

D. Motion by Kallas, second by Causer to approve a parade permit for PTHS for Homecoming on September 22, 2023. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Causer, Bradshaw, Wille, and Howard.

REGULAR AGENDA

A. & B Approval - Lola's Outdoor Event & Temporary Special Event Liquor License

Marlon Eilts representing Lola's presented to Council, an outdoor event at the parking lot of Lola's, 210 N. Ladd St. Discussion on the use of a mobile alcohol sale, Wildflower Road, site plan and parking.

Motion by Wille, second by Causer to table the discussion until more information is collected. On a roll call vote motion denied to table, 3-5. Aye votes recorded: Giovanini, Causer, and Wille. Nay votes recorded to table: Barr, Kallas, Lee, Bradshaw and Howard.

Motion denied to table.

Motion by Barr, second by Bradshaw to approve the outdoor event at Lola's on August 4th, with the stipulation of a site plan for serving and parking and to use a local vendor that already has a city liquor license. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Lee, Causer, Bradshaw, Wille, and Howard.

C. Update on Fiber Optic Boring

City attorney gave an update on the fiber optic boring being done by CCG Fiber. Contracts are in place and boring should start soon.

D. Independence Day Celebration

Jim Woolford explain the Independence Day celebration was cancelled due to threats of weather and so not to loose deposits made in advance. The celebration is now scheduled on August 5th at the Oaks.

E. Junior Baseball Season

Taylor Baxter gave an update on the Jr. Baseball Association program this summer. There were 14 teams (total all ages groups), and 169 players. For next year a new logo will be used and staff is looking into alternative leagues closer to the Pontiac area.

F. Staff Updates

Jim Woolford told Council that Dave Wilson, Building & Zoning Director has put in his resignation and Mary Jones with the City's marketing and tourism will be leaving her position.

Mayor Comments

The Mayor noted that the Stillwell building has now begin construction and there will be a tribute at the prison for all those that lost their life at the riot on July 21st.

Administrator Comments

Jim Woolford announced that the Vermillion Players will be doing their summer production from July 12th through July 21st.

Council Comments

Alderman Causer asked about the possibility of putting light over the swinging bridges and Alderman Kallas asked about the sidewalks being installed on Reynold St.

Public Comments

None

Executive Session

Motion by Kallas second by Causer to adjourn to Executive Session for the purpose of discussing Property Acquisition matters as authorized under Section 2(c)2 of the Illinois Open Meetings Act.

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
