Town of Normal Town Council met July 5.

Here are the minutes provided by the council:

1. CALL TO ORDER:

Mayor Koos called the Regular Meeting of the Normal Town Council to Order at 7:02 p.m., Wednesday, July 5, 2023.

2. ROLL CALL:

The Clerk called the roll with the following persons

PRESENT: Mayor Chris Koos and Councilmembers Kevin McCarthy, Chemberly Harris, Scott Preston, Andy Byars, Karyn Smith, and Kathleen Lorenz, also present were Assistant City Manager Eric Hanson, Corporation Counsel Brian Day, and Town Clerk Angie Huonker.

ABSENT: City Manager Pamela Reece.

3. PLEDGE OF ALLEGIANCE:

Mayor Koos led the Pledge of Allegiance to the Flag.

4. PUBLIC COMMENT:

There was no Public Comment.

5. OMNIBUS VOTE AGENDA:

Mayor Koos read aloud the items to be considered by the Omnibus Vote Agenda.

A. APPROVAL OF THE MINUTES OF THE REGULAR COUNCIL MEETING OF JUNE 19, 2023

B. REPORT TO RECEIVE AND FILE TOWN OF NORMAL EXPENDITURES FOR PAYMENT AS OF JUNE 28, 2023

C. ORDINANCE AMENDING CLASS E – HOTEL LICENSING CONCERNING PACKAGED DRINKS

D. RESOLUTION TO ACCEPT BIDS AND AWARD A CONTRACT TO CHAMPAIGN SIGNAL & LIGHTING COMPANY MAINTENANCE OF TRAFFIC CONTROL EQUIPMENT, HIGHWAY LIGHTING, AND UTILITY LOCATE SERVICES

E. RESOLUTION AUTHORIZING THE PURCHASE OF A VERMEER SC70TX STUMP CUTTER FROM VERMEER MIDWEST VIA THE SOURCEWELL JOINT PURCHASING CONTRACT #031721-VRM FOR $50,207.70 AND APPROVING AN ASSOCIATED BUDGET ADJUSTMENT: Resolution No. 6134

F. RESOLUTION AUTHORIZING THE PURCHASE OF A NEW FUEL MANAGEMENT AND PUMP SYSTEM FROM ILLINOIS OIL MARKETING EQUIPMENT, INC. FOR $41,265.37: Resolution No. 6135

G. RESOLUTION RELEASING EXECUTIVE-SESSION MINUTES FROM JUNE 6, 2022, AND RETAINING CONFIDENTIALITY FOR EXECUTIVE SESSION MINUTES FROM JUNE 21, 2021: Resolution No. 6136

H. ORDINANCE AUTHORIZING THE FIRST AMENDMENT TO THE PARKING LICENSE AGREEMENT BETWEEN THE NORMAL PUBLIC LIBRARY, RUTHERFORD SUITES, LLC AND THE TOWN OF NORMAL: Ordinance No. 5947

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Approval of the Omnibus Vote Agenda.

AYES: Lorenz, Harris, Byars, Smith, Preston, McCarthy, Koos.

NAYS: None.

Motion declared carried.

Item C was removed from Omnibus Vote by Councilmember Lorenz and Item D was removed from Omnibus Vote by Councilmember Smith.

Items A, B, E, F, G and H were approved by Omnibus Vote.

6. ITEMS REMOVED FROM OMNIBUS VOTE AGENDA:

ORDINANCE AMENDING CLASS E – HOTEL LICENSE CONCERNING PACKAGED DRINKS: ORDINANCE NO. 5948

Councilmember Lorenz moved, seconded by Councilmember Preston, the Council Approval of an Ordinance Amending Class E – Hotel License Concerning Packaged Drinks.

AYES: Harris, Byars, Smith, Preston, McCarthy, Lorenz, Koos.

NAYS: None.

Motion declared carried.

Councilmember Kathleen Lorenz asked for additional details about the reasons for the proposed changes and whether it was an individual request or if multiple hotels were involved. Assistant City Manager Eric Hanson responded.

RESOLUTION TO ACCEPT BIDS AND AWARD A CONTRACT TO CHAMPAIGN SIGNAL & LIGHTING COMPANY MAINTENANCE OF TRAFFIC CONTROL EQUIPMENT, HIGHWAY LIGHTING, AND UTILITY LOCATE SERVICES: Resolution No. 6137

MOTION:

Councilmember Smith moved, seconded by Councilmember McCarthy, the Council Approval of a Resolution to Accept Bids and Award a Contract to Champaign Signal & Lighting Company Maintenance of Traffic Control Equipment, Highway Lighting, and Utility Locate Services.

AYES: Byars, Smith, Preston, McCarthy, Lorenz, Harris, Koos.

NAYS: None.

Motion declared carried.

Councilmember Karyn Smith asked for information on the current year’s budgeted costs and the actual expenses compared to previous year’s budgets. Assistant City Manager Eric Hanson responded. Ms. Smith acknowledged that the Town has had a longstanding relationship with this vendor since 2016 and requested further information regarding the contract.

GENERAL ORDERS:

7. MOTION TO INITIATE A ZONING TEXT AMENDMENT PERTAINING TO SEC. 15.20 (ADULT-USE CANNABIS FACILITIES)

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Approval of a Motion to Initiate a Zoning Text Amendment Pertaining to Sec. 15.20 (Adult-Use Cannabis Facilities)

AYES: Smith, Preston, McCarthy, Lorenz, Harris, Byars, Koos.

NAYS: None.

Motion declared carried.

Councilmember Karyn Smith questioned whether this included the codification of the 1500-foot distance between dispensaries. Corporation Counsel Brian Day confirmed.

Councilmember Kathleen Lorenz discussed the process involved in implementing these changes and expressed her concerns about the proposed language. Ms. Lorenz suggested including a cap on the number of dispensaries permitted and expanding the zoning restrictions.

8. NEW BUSINESS:

There was no New Business.

9. PUBLIC COMMENTS:

There was no Public Comment.

10. CONCERNS:

Councilmember Karyn Smith congratulated Drew White and Rob Kelly on their participation in the World Special Olympics.

Councilmember Kevin McCarthy commended all departments for their active involvement in the Fourth of July festivities. Mr. McCarthy mentioned that it was Scott Laughlin Appreciation Day, acknowledging Laughlin’s 20-year tenure as the morning host on WJBC.

Councilmember Scott Preston echoed Mr. McCarthy’s remarks about the Fourth of July festivities and highlighted the recently installed Route 66 monument at One Normal Plaza.

Councilmember Chemberly Harris thanked all who came out and supported Make Music Normal.

11. ADJOURNMENT:

There being no further business to come before the Council, Mayor Koos called for a Motion to Adjourn the Regular Meeting of the Normal Town Council.

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Smith the Council Accept a Motion to Adjourn the Regular Meeting of the Normal Town Council.

AYES: Preston, McCarthy, Lorenz, Harris, Byars, Smith, Koos.

NAYS: None.

Motion declared carried.

Mayor Koos adjourned the Regular Meeting of the Normal Town Council at 7:20 p.m., Wednesday, July 5, 2023.
