Village of Cullom Board of Trustees met Jan. 30.

Here are the minutes provided by the board:

Mayor Hahn called the January 30,02024 regular Meeting of the Cullom Village Board to order at 7:00 p.m. at the Village Hall.

Members Present: Hahn, Flessner, Mills, Jehle, Berens, J. Meister Krause, and Rock

Also Present: Attorney Ludwig and Lovell

Absent: J. Meister

Pledge of Allegiance to the Flag: All present took part in the Pledge of Allegiance to the Flag

Minutes: Motion to accept, by consent agenda, the December 26, 2023 Regular Meeting minutes was made by Mills/Berens - M/C

Public: None

Attorney Report: Farm Lease from Belletown Farms was received. Attorney would like to make a few small changes before signing

Maintenance Report:

New water tower is working as expected with no issues due to the cold weather

Water usage has increased for the month. Will be looking for water line breakage due to the extremely cold weather

Clerk Report: Jehle/Rock made the motion to pay the monthly bills totaling $22,987.24. M/C by voice vote

Treasurer Report: Krause/Berens made the motion to accept the Treasurer Report.

Old Business:

Water Tower - Final two lights have been installed

Un-Sewered Community Grant - No Report

Property Leins - 221 Jackson St was added to the list for a frozen water meter Iron Tank Replacement Project

Engineering Proposal - EPA PWS Revolving Loan Fund - New - Motion to accept the engineering proposal of $1,450.00 was made by Rock/Mills. All voted in favor by Krause who abstained from the vote

Ordinance 2024-A Authorized Loan Agreement - Krause/Berens made the motion. to authorize the loan agreement. All voted in favor and M/C

Resolution to Sign Loan Documents - Jehle/Rock made the motion to have Hahn/Flessner sign the loan documents. M/C

Certification of Plans/Specifications Compliance - Jehle/Mills made the motion to accept the documents. M/C

Loan Application - Board approval by the Board was given to Hahn to sign the loan application. M/C

Loan Program Federal Reporting Requirements - Approved by the Board Certification regarding Debarment, Suspension and other Matters - Approved by the Board

Cell Service - Berens reported on her progress with contacting various cell phone companies about placing an antenna on the new water, tower

Village Zoning Map - Moving forward with process

MFT Street Project - Out to Bid on 2/1/2024

Bid Opening on 2/15/2024

Award on 2/27/2024

Tile Rehab/Repair Project - Engineering Project has been signed Farm Lease - See Attorney Report

New Business:

Zoning Ordinance 2024-B 301 West Van Alstyne St - Tabled till next meeting

Audit Finished Audit was presented to the Board

IDNRI Open Space Land Acquisition and Development (OSLAD) Grant - Rock/Jehle made the motion to apply for the grant and to pay the $9,600 Engineering fee. All voted in favor except for Krause who abstained from the vote

Contract for Property Purchase - Tabled to the next meeting

Any Other Business:

The Finance Committee will meet 2/20/2024 at 5:00 pm

Reminder was given for the trash removal contract from Republic Services has increased by $0.49 per month per customer for 2024
