Village of Heyworth Committee of the Whole met Feb. 27.

Here are the minutes provided by the committee:

Location of Meeting: Village Hall-108 S. Buchanan St., Heyworth, IL 61745 

Meeting Called To Order by Mayor Zalucha at 6:30pm. 

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk: 

Trustee Flubacker A 

Trustee Lauterberg P 

Trustee Strunk P 

Trustee Mowery P 

Trustee Girdler P 

Trustee Sheppard A

PLEDGE OF ALLEGIANCE GIVEN BY: Trustee Mowery 

Trustee Flubacker entered at 6:32pm. 

REPORT FROM THE MAYOR: 

Mayor Zalucha reported the meeting is going to be in two different sections. The first topic is payroll and needing  direction from the board. The second topic is projects and making sure the board knows what projects we have  coming up. 

PUBLIC COMMENT: None. 

Village Administrator Geoff Dodds discussed the payroll. Discussed the village not having an operating budget  until 2015. Discussed separating payroll and vehicles into their right accounts. Reported needing a level set from  the board. The board agrees to have an analysis done for the market on wages for payroll. Discussion on COLA.  Discussion on performance bonuses. Discussed base wages for increase. 

Break: 7:58pm 

Reconvene: 8:07pm 

Geoff Dodds went through the unfunded and underfunded project list.  

Discussed the cash reserves for each fund. The board went through an exercise to see which were the most  important projects.  

Discussion on having more police officers and what that would look like.
