City of Bloomington Township Board of Trustees met Sept. 23.

Here are the minutes provided by the board:

The Board of Trustees for the Town of the City of Bloomington convened in regular session in the Government Center Boardroom at 5:30 P.M., Monday, September 23, 2024. The meeting was called to order by Trustee Mwilambwe who led the Pledge of Allegiance.

Consent Agenda

Trustee Boelen made a motion, seconded by Trustee Crumpler, to approve the Consent Agenda.

Item 5.A. Consideration and Action to Approve the Minutes of the August 26, 2024, Regular Session of the City of Bloomington Township Board Meeting, as requested by the Township Clerk. (Recommended Motion: The proposed Minutes be approved.)

Item 5.B. Consideration and Action to Certify the August 2024 Statement of Funds for the General Town Administration Fund, General Assistance Fund, and Cemetery Fund, as requested by the Township Supervisor. (Recommended Motion: The August 2024 Statement of Funds be certified.)

Item 5.C. Consideration and Action to Approve the September 23, 2024 General Town Fund Request for Payment, as requested by the Township Supervisor. (Recommended Motion: The September 23, 2024 Request for Payment be approved.)

Trustee Mwilambwe directed the clerk to call roll:

Regular Agenda

The following item was presented:

Item 6.A Discussion of an Ordinance for Compensation for the Township's Elected Officials, including the Township Board of Trustees, as requested by the City of Bloomington Township.

Township Supervisor Deborah Skillrud explained that in October, Trustees would vote on the 2026-2029 compensation for the elected officials, as well as Supervisor and Assessor, to reflect salary cost of living adjustments.

Trustee Mwilambwe and Supervisor Skillrud discussed the last salary increase was eight years prior. Supervisor Skillrud noted the cost of living rate had significantly increased since. Trustee Mwilambwe clarified the proposal established salaries of the positions and did not reflect on the individuals holding said positions.

Trustee Crumpler asked whether the increases would align with other municipalities. Supervisor Skillrud provided an example of an another Township’s increase in cost-of-living adjustments in 2024.

Trustee Boelen noted other Township Officials’ salaries were listed in the median income range and the proposed increase would provide a $14,000 increase.

Assessor Scudder and Supervisor Skillrud discussed average Township salaries in Normal, Champaign and Rockford.

Trustee Mwilambwe explained that salaries should align with the qualifications of the position while setting a rate that would attract qualified applicants.

Trustee Montney confirmed with Supervisor Skillrud the Township mentioned to Trustee Crumpler’s question was a smaller municipality.

Supervisor Skillrud and Trustee Montey then discussed how the John M. Scott endowment was removed from Township management in 2017 and how the additional duties were supplemented with a stipend in addition to the Township Supervisor’s salary.

Trustee Montney confirmed with Supervisor Skillrud that the highest-paid employee she supervised earned $70,000. Trustee Montney then confirmed with Assessor Scudder that the highest-paid employee he supervised earned $80,000. Supervisor Skillrud confirmed that supervised staff received regular cost of living and/or merit salary increases.

Trustee Montney the confirmed with Supervisor Skillrud and Assessor Scudder that the average work week was 37.5 hours.

Trustee Mwilambwe confirmed the Supervisor’s salary was $94,000 and the Assessor’s salary was $96,000. He then discussed cost of living increase options with Supervisor Skillrud and Assessor Scudder and their preference to apply an annual cost of living increase each year of the terms of office.

Trustee Hendricks reported that as of May 1, 2024, the Town of Normal’s Township Supervisor’s salary and benefits was $86,000 and their Township Assessor’s salary and benefits was $127,000.

Supervisor Skillrud discussed the next step in the procedure.

Reports by Elected Officials

The following item was presented:

Item 7.A. Presentation and Discussion of the Township Supervisor's Report, as requested by the City of Bloomington Township.

Supervisor Skillrud briefly reported on an uptick of general assistance applicants and noted that 60 were still pending requiring paperwork.

Item 7.B. Presentation and Discussion of the Township Assessor's Report, as requested by the City of Bloomington Township.

Assessor Scudder reported the EAV (Equalized Assessed Value) continued to increase, and the potential for McLean County to assess additional multipliers.

Trustee Boelen made a motion, seconded by Trustee Hendricks, to adjourn the meeting.
