City of Chenoa City Council met Sept. 24.

Here are the minutes provided by the council:

The Chenoa City Council met in Regular Session at City Hall on September 24, 2024 called to order by Mayor Shane at 6:30 p.m..

The City Clerk was directed to call roll. The Following council members were present: Shane, Pickett, Lopeman, Hernandez. The following members of staff were present: Attorney Mann, Chief Cornwall and City Clerk Rhoades. Treasurer Rowold was absent.

Mayor Shane led in the Pledge of Allegiance.

Consent Agenda

Motion by Lopeman, second by Pickett to approve the Minutes of the Regular Meeting of September 10, 2024 and the Minutes of the Executive Session of September 10, 2024 and the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of the same. # 5717 Motion carried by unanimously affirmative vote.

After a small discussion and confirmation that the City has $28,000 in their Hotel Occupancy Tax Funds, the council agreed to make a motion. Motion by Lopeman, second by Hernandez to approve that the council sets aside $5,000 of the Hotel Occupancy Tax Funds to be used for public mural restoration for downtown Chenoa. #5718 Motion carried by unanimously affirmative vote.

After confirmation that all necessary previous amendments were made to the Parks Master Planning Project Agreement the council agreed to make a motion. Motion by Hernandez, second by Pickett to approve to sign agreement with Farnsworth Group for Parks Master Planning Project. #5719 Motion carried by unanimously affirmative vote.

Motion by Lopeman, second by Hernandez to approve to accept the Lee Farms Excavating estimate 1073 in the amount of $17,000 for the environmentally appropriate project of demolition of the house, not garage, of 318 Franklin Street, Chenoa, Illinois. #5720 Motion carried by unanimously affirmative vote.

Mayor Shane led a discussion in replacing the sewer truck as it is necessary. The council agreed to table this for a future meeting to allow time to look into different trucks for purchase.

Comments

Public: Les Roberts voiced his concern about the posts, car and brush at the end of Crittenden Street still being there which blocks golf cart access to the other side. Police Chief Cornwall presented license plate reader cameras for crime detection to the council to see their interest in them. It would be a 5 year agreement for $3,000 per camera per year. Sarah Michaels asked the council to look into the Hotel

Occupancy Tax as the City should be getting two checks a month. One State generated from the State bill from the Illinois Department of Tourism Commerce and the other from McLean County TIF Fund BDD Sales Tax.

Attorney Mann: He said he will be getting the council drafts on the employee manual for the special meeting on October 9.

Treasurer: None

Commissioner: Commissioner Hernandez updated the council on the progress of cleaning up some of the properties around town and more letters will be sent for others in the future. Commissioner Lopeman updated the council that the spray patch contractor has the list to start looking at and he is working on getting the tree list done. Commissioner Pickett wanted to give a compliment to employee Aaron for picking up her brush the very next day after the last council meeting and did a very nice job without tearing up her yard. Mayor Shane invited anyone that would like to go with him to coffee with Senator Bennet in the morning in Forrest. He is working on getting the TP & W crossing fixed on old Route 66. It was discussed the importance of getting the Route 66 items done before the centennial.

Motion by Pickett, second by Lopeman that the council do now adjourn. #5721 Motion carried by unanimously affirmative vote. Meeting adjourned at 7:31 p.m..
