Village of Cullom Board of Trustees met Sept. 24.

Here are the minutes provided by the board:

Mayor Pro-tem Berens called the September 24, 2024 Regular Meeting of the Cullom Village Board to order at 7:00 p.m. at the Village Hall.

Members Present: Berens, Hahn, Jehle, Krause, J Meister, Mills, Rock

Absent: Flessner, K Meister

Also Present: Spangler

Pledge of Allegiance to the Flag: All present took part in the Pledge of Allegiance to the Flag

Resolution to Reappoint President: Motion to accept was made by Krause/Rock with the Boards thanks and appreciation to Berens for allowing Hahn to take a medical leave of absence. Motion carried With the absence of the clerk, no objection with Hahn taking minutes of the meeting.

Minutes: Motion to accept, by consent agenda, the August 27, 2024 Regular Meeting minutes was made by Rock/Meister - M/C

Public: None

Attorney Report: Not in attendance

Employee Reports:

DuVall - not in attendance did report: 316 W Hack had water turned off, 214 W Hack had water turned on, waiting on meter info; new resident 120 N Hickory. Water income - $11,883.97; Garbage income $4,579.74

Spangler - had EPA in-person inspection, will get report at later date; finished the lead/cooper sampling, may need more sample sites in the future.

Mills brought in padlocks and keys to replace missing keys (Keys found)

Committee Reports:

Ordinance & Properties - Meister, Rock, Berens

Waiting on court order - ordinance violation

Will work on selecting sidewalks for repair/replacement

Water & Finance - Krause, Mills, Jehle

Water committee will meet via email after return of DuVall re: water shut offs per ordinance Krause reported Hamilton no longer wants to do water plant oversight. Still interviewing other candidates. Hamilton will stay through October

Clerk Report: Rock/Berens made the motion to pay the monthly bills totaling $246,825.01. M/C by voice vote. Water account includes pay request #1, #2, #3 for Iron Filter (2020.6) project

Treasurer Report: Krause/Berens made the motion to accept the Treasurer Report

Old Business:

Un-sewered Community Grant - report submitted to IEPA no update

Iron Tank Replacement Project - on going construction, equipment ordered with possible delivery by December 2024, funds from pay request - #1, #2, #3 received. Property weed clean up to be completed now that electrician has finished.

Cell Antenna Installation - no update

Tile Rehab/Repair Project - Engineer checking with slip lining company to see if feasible. IDNRI OSLAD Grant - paperwork has been submitted - possible notified by end of year.

E. VanAlstyne Water Main Loop Project - Motion by Meister/Jehle to accept the bid from Iroquois Paving from Watseka for $135,146.40. M/C. Meister will notify F5d building construction can begin.

MCC Boring Permit - waiting on attorney to complete franchise agreement

Water Systems Improvement Loan - still need to determine what/where water lines to be replaced

2025 Garbage Contract - Meister presented scope of work. Attorney will be contacted by Hahn to make arrangements to publish Bid Notice with acceptance at next Board Meeting.

New Business:

Licensed Water Operator - Interview meeting scheduled for 9/26/24

Maintenance Duties - Brush Pickup-to date, no one has been hired. - Board Members will meet on Saturday to do brush pickup

Well #4 Generator - Motion made by Rock/Meister to accept bid from Popejoy $31,811.00 M/C Krause will meet with electrician from Popejoy re: generator to work with both Well #4 and Water Tower.

126 W Hack Street Property. The board agreed to accept the donation at no cost to the village of office building. The board will pay for all closing fees. Krause will notify attorney for the Gray Family and Village Attorney

Any Other Business:

Hahn requested fall boards be put up on Main Street before Homecoming Parade

Rock reported Paul Flessner should be paid $500 for use of excavator. All agreed

Regular Meeting adjourned at 9:00 PM
