City of Le Roy City Council met Oct. 21.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steven Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kelly Lay, Ron Legner, Patti Welander, Kyle Merkle, and Dawn Hanafin. Justin Morfey and Sarah Welte were absent.

Staff members present were Scott Bryant, Jason Williamson, Dan Lush, Perry Mayer, Anita Corso, and Brad Frankovich.

There were no public comments.

Justin Morfey was seated at 7:03 PM.

Included on the consent agenda were Approval of Regular Meeting Minutes from 10/7/2024, approval of Invoices from 10/21/24 totaling $ 80,623.72, and payroll for the period of 10/18/24 in the amount of $ 57,787.45. The items of the consent agenda were voted on separately.

Motion was made by Matt and seconded by Kyle for approval of the Meeting Minutes. Roll call: Matt Steffen yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, Kelly Lay-abstain, and Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays, 1 abstain.

Motion was made by Kyle and seconded by Matt for approval of the invoices and payroll. Roll call: Matt Steffen yes, Kelly Lay-yes, Ron Legner- yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin abstain. Motion carried 6 yeas, 0 nays, 1 abstain.

In Staff Reports, Scott reviews the repairs completed and those needed soon for the sewer department. Dan reported the last brush pickup will be the week of Oct 28, 2024.

Perry reviewed recent building and parking lot repairs at the water plant and that both water towers have been cleaned. He reviewed the new regulations for lead sampling starting this month and discussed needed hydrant replacements.

Anita reported flu shots are still available for city employees and council at Aanaya Pharmacy in Le Roy.

Brett Egan of Compass Insurance presented the new liability and workmans comp insurance policies. The increases were less than the market average and are mostly due to increased payroll amounts and the additional vehicles / equipment.

Motion by Kelly was seconded by Justin for approval of the Compass quote from ICRMT for commercial liability coverage package cost of $117,676.00 and IPRF workers compensation coverage for $42,122 totaling $159,798.00. Discussion revealed an increase in the deductible would not make a significant difference in the premium. Roll call: Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion carried 7 yeas, 0 nays.

Motion by Patti was seconded by Matt for approval of the “Annual Contractor Landscape Disposal Permit” form. Discussion included significant changes to the form. Patti amended the motion to table the approval until November so the changes could be made. Seconded by Matt. Roll call: Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion tabled 7 yeas, 0 nays.

ORD No. 24-10-02-70 AN ORDINANCE AMENDING SECTION 1-4-3 (B), SECTION 4-2-2-5.5 AND SECTION 4-2-2-2 OF THE CITY OF LE ROY CODE OF ORDINANCES – IMPROPER DISPOSAL AT CITY SHED. Motion to approve by Matt was seconded by Justin. Discussion made clarifications and changes that should be made in two separate ordinances, one for landscape and one for bulk waste. Matt amended the motion to table approval until November, seconded by Justin. Roll call: Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion tabled 7 yeas, 0 nays.

In old and new business, the mayor requested the PD check the need for an extra streetlight on Burcham Drive.

It was asked if fluoride is still required in water. Perry said the EPA still requires fluoride be added unless naturally occurring.

Regarding irrigation meters to help adjust water bills for residents who must water ditches after the city has worked in them… Perry said the city no longer has irrigation meters. Discussion proposed using the special sewer calculations without a fee for 3 months after ditch work is completed to at least minimize sewer fees.

A resident approached Matt with concerns over the sidewalk down Barnett between the HS and the Elementary school. Discussion included options including a possible Safe Path to Schools Grant.

Kyle showed a picture on Justin’s phone of the contractor sign on the city fence on the east side of town. The mayor suggested the entire fence come down if it’s no longer needed.

The executive session not being necessary, the mayor called for a motion to adjourn.

Motion to adjourn by Kyle was seconded by Kelly. Roll call: Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion carried 7 yeas, 0 nays.

The meeting was adjourned at 8:03 PM.
