City of Lexington City Council met Feb. 24.

Here are the minutes provided by the council:

The regular meeting of the Lexington City Council was called to order at 7:00 P. M. by Mayor Spencer Johansen in the City Council Chambers at City Hall.

Mayor Spencer Johansen led the council in the Pledge of Allegiance.

Roll call was taken to find the following physically present: Mayor Spencer Johansen, Alderman Stover, Alderman Richard, Alderwoman Wilson, Alderman Franklin and Alderman Mattingly. Members of the staff and public present were: Chief Edmiaston and Jeff Wynn with Senator Chris Balkema’s Office.

It was moved by Alderwoman Wilson and seconded by Alderman Mattingly to approve the minutes of the January 13, 2025 regular session meeting. Motion carried unanimously.

It was moved by Alderman Mattingly and seconded by Alderwoman Wilson to approve the minutes of the February 10, 2025 regular session meeting. Motion carried unanimously.

It was moved by Alderman Stover and seconded by Alderman Franklin to approve the Treasurer’s Report and paying of the bills in the amount of $217,810.85. Motion carried unanimously.

Public Input: Jeff Wynn Travel Liaison with Senator Chris Balkema’s office. He introduced himself and spoke about all the House Bills that the senator is working on and different programs he is willing to help municipalities with. He has offices in Springfield, ElPaso, Pontiac and Dwight.

New Business:

Discussion/Vote Release of Sewer Connection Fee

This fee was added to residents' water bills in 2011 when we put in the sewer lines to relieve the households of the $1,000 connection fee. It was written in the ordinance that the fee would be released when the $1,000 was paid. That fee will be paid in a few months.

Motion was made by Alderman Stover and seconded by Alderman Richard to release the sewer connection fee when it expires. Motion carried unanimously.

Chief Edmiaston Presentation on Co-Compliance Software

Chief Edmiaston gave a demonstration on the new software that allows residents to report complaints and ordinance violations directly to the Police Department. This is done by going to the city’s website and clicking on “I Want To Report An Ordinance Complaint”.

Once the Police Department receives the complaint they will act on it and follow up with the complainant. With this program they are able to do many different things including tracking and searching. This is still in the learning phase of the process.

COMMITTEE REPORTS:

Mayor’s Report: Mayor Johansen reported on the following:

Alderman Little resigned from the City Council as of January 28, 2025. He will put something in the Lexingtonian that we have an open council seat in Ward I at a later date.

He is continuing to work with the attorney and Farnsworth to get a final plat for Century Oaks Subdivision.

He is still working on a couple of projects and there will be more to come on that.

He has been invited to the 250th anniversary of the Battle of Lexington, Lexington, MA. All mayors of Lexingtons have been invited. He is planning on attending.

Police: None

Building/Insurance Alderman Franklin reported that he has been taking pictures that the insurance company had requested of the Water Plant, generators, etc.

Finance /TIF None

Public Works Mayor Johansen reported the railroad had approved their permit to run a camera underneath the tracks on March 10th to check the tile.

There being no further business, a motion was made by Alderman Mattingly to adjourn at 7:39 P.M. Motion carried by unanimous voice vote.
