City of Lexington City Council met March 11.
Here are the minutes provided by the council:
The regular meeting of the Lexington City Council was called to order at 7:00 P. M. by Mayor Spencer Johansen in the City Council Chambers at City Hall.
Mayor Spencer Johansen led the council in the Pledge of Allegiance.
Roll call was taken to find the following physically present: Mayor Spencer Johansen, Alderman Mattingly, Alderman Stover, Alderman Richard and Alderwoman Wilson with Alderman Franklin absent. Members of the public and staff present were: Chief Edmiaston.
It was moved by Alderwoman Wilson and seconded by Alderman Mattingly to approve the minutes of the February 24, 2025 regular session meeting. Motion carried unanimously.
It was moved by Alderman Stover and seconded by Alderman Richard to approve the Treasurer’s Report and paying of the bills in the amount of $231,158.41. Motion carried unanimously.

Discussion/Vote Resolution 2025-2: Resolution Authorizing the Initiation of Text Amendments to Chapter 195 and 300 of the Lexington City Code Regarding Subdivision Requirements and Zoning in Residential Districts
Mayor Johansen and Alderman Stover have met with Farnsworth, the attorney and Carey Davis to approve the final platt for the duplexes and lot sizes for the subdivision. After the resolution is passed the Planning Commission will meet and make their recommendation to the council. It should cover everything that we talked about and we can move forward with selling the lots.
There can be no PINs assigned until this is taken care of. We need to address our requirements for lot sizes. In the older portion of Lexington, lots were larger to accommodate septic tanks and seepage beds. Other communities are easing up on their lot size and we need to do the same. It will make it easier to build houses.
Motion was made by Alderman Mattingly and seconded by Alderman Stover to approve Resolution 2025-2: Resolution Authorizing the Initiation of Text Amendments to Chapter 195 and 300 of the Lexington City Code Regarding Subdivision Requirements and Zoning in Residential Districts. Motion carried unanimously.
Discussion/Vote Resolution 2025-3: Proclamation Honoring WJBC Radio for 100 Years of Dedicated Service
In April WJBC will be 100 years old. A lot of the other communities are honoring them as well. Mayor Johansen wants to present them with this resolution for their service to the community over the years. They were the station that was listened to for all the news and information.
Motion was made by Alderwoman Wilson and seconded by Alderman Richard to approve Resolution 2025-3: Proclamation Honoring WJBC Radio for 100 Years of Dedicated Service. Motion carried unanimously.
COMMITTEE REPORTS:
Mayor’s Report: Mayor Johansen reported on the following:
They ran the camera under the railroad tracks today and learned a lot about the tile. They may have to dig up the floor in the dry storage building but will need to consult with Bill Elias and with vacations will not see him for a couple of weeks. There was clean water running in the tile that they could not identify where it was coming from.
There was discussion of different approaches to find out where the water was coming from and what could be causing it but has most likely been running for quite a while. When they find the solution to this, it was felt the run off water problem would be solved.
They are moving forward with the software update on the Water and Sewer Plants software updates. The old software is pretty outdated.
Police:
On February 27th Alderman Richard and Alderman Franklin completed a Closed Minute Review and no minutes were released.
Chief Edmiaston gave his February report: Arrests 0, Misdemeanor 0, Traffic Stops LXPD - 15, UTT’s - 5, Warnings - 10, Traffic Stops MCSP - 7, UTT’s - 1, Warnings - 5, Reports Taken - 5, LXPD - 4, MCSP - 1, Calls for Service - 56, LXPD - 39, MCSP/Other - 17, School Patrols (walk through/meetings/teaching/programs) - 18, Business Checks - 236, QR Code Checks - 8
Assistant Chief Chambers conducted an audit of the BWC’s and in-car video system and no issues were noted.
Mayor Johansen reported that the body camera footage from the shooting at Casey’s on February 6th had been released and he was impressed with how professional Chief Edmiaston responded to the emergency.
Building/Insurance None
Finance /TIF Alderman Stover continues to work on the budget and getting it to work with our current software.
Public Works Alderman Stover reported they are still considering upgrades to the water and sewer software.
There being no further business, a motion was made by Alderman Mattingly to adjourn at 7:20 P.M. Motion carried by unanimous voice vote.
