Village Of Odell Regular Board met March 11.

Here is the minutes provided by the board:

A Regular Board Meeting was held at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Acting Mayor Brian Mills presiding and with proper notice having been posted.

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Joan Bullard, and Brian Mills

Staff Present: Iris Thorne

Village Attorney Present: Ed Legner, Nick Ehrgott

Guests Present: Tom Russell

Pledge of Allegiance

Acting Mayor Mills led the Pledge of Allegiance

Minutes of the February 11, 2019 Regular Board Meetings

Trustee Mark Tissiere moved to approve the minutes from the February 11, 2019 Regular Board Meeting; second by Trustee Brian Verdun;

Approved by roll call vote:

Yeas: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Joan Bullard, Brian Mills –6;

Nays: None

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and Treasurer’s Report of bank account balances for the month ending February 28, 2019 as follows:

Odell Checking $ 40,509.92

Illinois Funds Gen Fund MM $ 115,910.62

Illinois Funds MFT Fund MM $ 72.819.86

Odell MFT Checking $ 522.28

Odell Tourism Checking $ 34,657.90

Odell Water Reserve $ 110,015.48

Odell General CD’s $ 234,958.92

Iris Thorne reported that thru the end of February the Village has collected $ 1,419.37 on water infrastructure fees billed. On the advice of our auditor the infrastructure fee will be deposited into a separate water saving account.

Trustee Jamie McPeek moved to accept the Treasurers Report for the month ending February 28, 2019; second by Trustee Brian Verdun;

Yeas: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Joan Bullard, Brian Mills –6;

Nays: None

Bills

Board Listing Report #33 ran on March 07, 2019 at 3:36pm representing all due bills for the Village due in March 2019, and Board Listing Report #34 ran on March 07, 2019 at 4:03pm representing all due bills for Tourism due in March 2019 and the between Meeting Paid Bill List plus a late bill from Pontiac Electric Supply for $ 95.60 were presented for payment

Trustee Brian Mills moved to approve the Board Listing Report #33 ran on March 07, 2019 at 3:36pm representing all due bills for the Village due in March 2019, and Board Listing Report #34 ran on March 07, 2019 at 4:03pm representing all due bills for Tourism due in March 2019 and the between Meeting Paid Bill List plus a late bill from Pontiac Electric Supply; second by Trustee Mark Tissiere;

Police Report

There was not a representative present or a police report sent for the month of February.

Police & Streets, Alleys

Finance Committee – Finance reported that they are still in the process of updating the employment policy

OLD BUSINESS:

OSHA Complaint

Acting Mayor Mills reported that OSHA has been to the Village for an onsite visit in response to the complaint filed. After the onsite visit the Village received a list requesting information which has been completed and sent back to them.

Water Tower Inspection

Acting Mayor Mills reported that the EPA has notified the Village that the water tower is due for an inspection.

Employee Compensation/Insurance Benefit for Spouse

Ed Legner has prepared the Resolution on the Spouse Insurance Benefit, which contains more detail on the Spouse benefit that was approved in December of 2018. Trustee Jamie McPeek moved to approve the Resolution on Spouse Insurance Benefit; second by Trustee Joan Bullard;

Yeas: Lisa Lambert, Jamie McPeek, Joan Bullard, Brian Mills – 4;

Nays: Brian Verdun, Mark Tissiere – 2

Dump Truck Bed Repairs

Dump Truck Bed Repair is tabled until April, awaiting quotes on a flat bed.

Public Improvements

Engineers will be contacted as to a fix for the water issue at Wolf and Prairie St.

Miscellaneous Old Business (discussion only)

NEW BUSINESS:

Core & Main Contract

Core and Main has contacted the Village with quotes on continuing our software support contract for our water meter reading system.

Trustee Brian Verdun moved to renew our contract with Core & Main for 4 years; second by Joan Bullard;

Yeas: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Joan Bullard, Brian Mills –6;

Nays: None

Miscellaneous New Business (discussion only)

Discussion of the bad condition and disrepair of two downtown buildings on Front Street took place.

Trustee Brian Verdun moved to have our Attorney send a letter to the owners of the above buildings; second by Mark Tissiere;

Yeas: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, Joan Bullard, Brian Mills – 6;

Nays: None

Trustee Lisa Lambert moved to adjourn at 8:01pm; second by Trustee Jamie McPeek;
