Minutes of the regular board meeting of the Hudson Village Board held at the community room of the Hudson Area Public Library, 104 Pearl St., Hudson, McLean County, Illinois.
CALL TO ORDER
Mayor Alan Meissner called the regular meeting of the Hudson Village Board to order at 7:00 P.M., Tuesday, March 5, 2019.
PLEDGE OF ALLEGIANCE
Mayor Alan Meissner led the Pledge of Allegiance to the Flag.

CONSENT AGENDA
“All matters listed under CONSENT AGENDA are considered to be routine and non- controversial by the Village Board and will be enacted by one motion and one roll call vote. There will be no separate discussion on these items. If discussion is desired by a Citizen or Trustee, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.”
Items for the consent agenda are:
a. Approval of open and closed minutes from the February 5, 2019 board meeting b. Financial statement and payment of bills for February
Alan asked if any items listed for the consent agenda needed further discussion. No further discussion was needed.
A MOTION WAS MADE BY KERRY TUDOR TO APPROVE THE CONSENT AGENDA FOR FEBRUARY. SECONDED BY DAVE BRUTLAG. ALL YEA- MOTION PASSED.
PRESIDENT’S REPORT: Alan Meissner President Alan Meissner had no report. There will be work sessions to discuss the budget on March 14th at 6:00 P.M. and March 19th at 6:00 P.M. Both work sessions will be held at the police department.

WATER AND PUBLIC PROPERTY: Superintendent Jeff Waller Superintendent Jeff Waller gave the water report.
STREET AND ZONING: Street and Zoning Inspector Denny Engel Street and Zoning Inspector Denny Engel thanked the police department and Colton. A representative from Farnsworth will be at the April meeting to discuss the MFT. Denny also asked an hourly rate question.
VILLAGE MARSHALL: Police Chief Dale Sparks Police Chief Dale Sparks stated everything is good. He discussed call system options and about the new radios. Jeff mentioned the issue with recycling blowing away again.
CIVIL DEFENSE DIRECTOR: Fire Chief Jeff Thomas The civil defense director was absent. The sirens went off.
CITIZEN’S HEARING
Kathy Brooks, clarified with the board that the April board meeting will be on Wednesday, April 3rd due to elections.
REPORTS OF THE STANDING COMMITTEES
Finance, Budget, Contracts and Employees Department: Trustee Caleb Post Trustee Caleb Post will follow up with Area about the recycling.
Street Department: Trustee Phil Morris Trustee Phil Morris was absent.
Ordinance and Zoning Department: Trustee Kerry Tudor Ordinance approving and authorizing the execution of a TIF redevelopment agreement by and between the Village of Hudson and Whitwood Construction Inc. Hudson Tax Increment Financing District
A MOTION WAS MADE BY KERRY TUDOR TO APPROVE ORDINANCE #1322 (APPROVE AND AUTHORIZE THE EXECUTION OF A TIF REDEVELOPMENT AGREEMENT BY AND BETWEEN THE VILLAGE OF HUDSON AND WHITWOOD CONSTRUCTION, INC. HUDSON TAX INCREMENT FINANCING DISTRICT). SECONDED BY BETTY SCANLON. ALL YEA- MOTION PASSED.
Police Department: Trustee Pat O’Grady Purchase agreement for new police car radios
Trustee Pat O’Grady was absent. The total for the police car radios is $11,592.32. $4000 of that is paid for with a grant, leaving the village to cover the remainder ($7592.32).
A MOTION WAS MADE BY DAVE BRUTLAG TO APPROVE THE PURCHASE OF 3 RADIOS FOR THE POLICE CARS. SECONDED BY CALEB POST. ALL YEA- MOTION PASSED.

Public Property: Trustee Dave Brutlag Trustee Dave Brutlag stated that ball field prioritization will be set for this year. Metal siding and roofing will be purchased for the dugout out of this year’s budget. Village employees will do the installation.
Liquor Commissioner: Mayor Alan Meissner Mayor Alan Meissner had no report.
There being no further business to come before the board and nothing on the closed session agenda, Mayor Meissner called for a motion to adjourn the meeting.
