Village of Hudson Village Board met June 4.

CALL TO ORDER 

Mayor Dan Maffeo called the regular meeting of the Hudson Village Board to order at 7:00 P.M., Tuesday, June 4, 2019.

PLEDGE OF ALLEGIANCE 

Mayor Dan Maffeo led the Pledge of Allegiance to the Flag.

CONSENT AGENDA “

All matters listed under CONSENT AGENDA are considered to be routine and non- controversial by the Village Board and will be enacted by one motion and one roll call vote. There will be no separate discussion on these items. If discussion is desired by a Citizen or Trustee, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.”

Items for the consent agenda are:

a. Approval of open minutes from the May 7, 2019 board meeting and the May 25, 2019 special meeting

b. Financial statement and payment of bills for May Dan asked if any items listed for the consent agenda needed further discussion. No other discussion was needed.

A MOTION WAS MADE BY RACHEL SHIPLEY TO APPROVE THE CONSENT AGENDA FOR MAY. SECONDED BY KATHY BROOKS. ALL YEA- MOTION PASSED.

PRESIDENT’S REPORT: Dan Maffeo President Dan Maffeo reported he had a busy month.

Approval of settlement agreement and release of all claims with Kayley Sprout. A MOTION WAS MADE BY DON GIBSON TO APPROVE THE SETTLEMENT AGREEMENT AND RELEASE OF ALL CLAIMS WITH KAYLEY SPROUT. SECONDED BY PAT O’GRADY. ALL YEA- MOTION PASSED. The financial component of the settlement is covered by the village’s insurance.

Ordinance providing for and approving the fifth amendment to the Village of Hudson TIF district Both Dan and Rachel’s homes are in the TIF district. To prevent a conflict of interest while they are on the board, their property will be removed from the TIF district. A MOTION WAS MADE BY PAT O’GRADY TO APPROVE THE ORDINANCE PROVIDING FOR AND APPROVING THE FIFTH AMENDMENT TO THE VILLAGE OF HUDSON TIF DISTRICT. SECONDED BY KATHY BROOKS. ALL YEA- MOTION PASSED.

Dan discussed Prairieview’s HOA, sand filter system and retention basin. He said the HOA issue is a mess and he’s unsure of the HOA’s existence. This will be a significant issue for many years to come. Dan asked about the village taking over the sand filter system as well as the retention basin. This would be paid for by an SSA (Special Service Area Tax) by all the homeowners in the subdivision. The estimated annual tax to each homeowner is $50-$60. The HOA would then be dissolved. Dan said the board needs to think about this option. If the village takes it over, there is no cost to the village as the homeowners would be paying for it. This is something to consider.

WATER AND PUBLIC PROPERTY: Superintendent Jeff Waller Superintendent Jeff Waller gave the monthly water report for May- 3,505,000 gallons or 113,000/day. The water house has a new roof and gutters. The cost was covered by insurance. The CCR information was listed on the water bills. Jeff stated the touch screen on the laptop used for radio reads is no longer working. They are looking at putting software on a new computer next month. Jeff reported the handicap spots at the ballpark lot are taken care of. They are striped and the signs moved. The dugout rehab has started. Denny and Tyler have taken a little time each week working on the dugouts. It should be completed by mid-summer. Baseball games have started and Jeff said he is spending a lot of time mowing.

STREET AND ZONING: Street and Zoning Inspector Denny Engel Street and Zoning Inspector Denny Engel stated there have been a few zoning issues and he has been in contact with Kathy. A vehicles and trailers ordinance is being worked on. There is a new home permit that is starting this month. Tyler has been helping out with drainage issues. Denny said he appreciates having part time help to get the extra things done.

VILLAGE MARSHALL: Police Chief Dale Sparks Police Chief Dale Sparks reported there have been complaints from officers about people parking against the flow of traffic. They will start enforcing it. The numbers were good last month. The part time union contract is being worked on. There is a new phone system available called First Net. It allows first responders to have priority phone lines in case of an emergency. This will save money and it has better coverage. Dale will let the board know when the system is in. Dan mentioned the ability to mass text and if we would be interested in that. Dale said it’s called CallMultiplier. It is relatively inexpensive and there isn’t a limit on how we would use it.

CIVIL DEFENSE DIRECTOR: Fire Chief Jeff Thomas The civil defense director was absent. The sirens didn’t go off in the south end but went off everywhere else.

CITIZEN’S HEARING 

Jeff Bathe, as a Lion’s Club member, thanked Jeff and Denny for mowing at the ball park and for the work on the dugouts; it’s appreciated. Mr. Bathe also spoke about the Cub Scouts. The Webelo’s Den 3957 has a recycling initiative. They are collecting bottle caps which will then be turned into benches. They will be collecting them over the next year. For 250 lbs. of bottle caps, an 8-foot bench can be made. Drop off spots for the bottle caps will be at the library and concession stand. Jeff mentioned maybe the bench(es) could be used for kids at bus stops. Dan commented that he thinks the Lion’s Club is fantastic and thanked them for everything they do.

Tim Smith, apologized to Denny for not putting his sticks parallel to the street. He said he looked on the website and it is out of date. Mr. Smith asked if storm watchers had been going out over the last month. Mr. Smith stated the generator by the water house used to be natural gas. Now that the generator isn’t natural gas, if the power goes off the siren at the water house won’t go off. However, it was discussed that the fire house’s siren will run if there isn’t power because they have a generator. Jeff stated it isn’t mandatory to have a siren and it was an after thought about the water house generator not being natural gas. Mr. Smith asked if the flags went up for Memorial Day, and they did. He also talked about the speed limit heading into town from the north.

REPORTS OF THE STANDING COMMITTEES

Finance, Budget, Contracts and Employees Department: Trustee Don Gibson Eric Shangraw from Area to discuss garbage Mr. Shangraw introduced himself to the board and asked how they were doing with garbage. The current contract is good through October 31, 2021. There is a 2-year extension option. Every so often, there have been complaints about the garbage service. Mr. Shangraw spoke with Caleb frequently. The village appreciated the bulk pick up. The last issue was garbage flying around, but it was taken care of. Dan stated the Village of Hudson purchasing guideline will be gone through and updated. The date on the current guideline is 1997.

Street Department: Trustee Phil Morris Discuss drainage repair payment Trustee Phil Morris stated Denny sent an email out regarding a drainage issue on Valentine. The resident had water problems on his property and hired a contractor to fix the problem. The resident has since moved. A new clean out system was installed and there was extensive work done. During the winter, because of plugged pipes, they ran extension pipes out in the street and Valentine flooded. Denny and Jeff asked the farmer behind the house if they could run an extension pipe to the field temporarily so that was done this winter. A contractor came and used a camera on 50 feet of our line. On the private property side, there was a clog. The total project cost $495 and the resident wants the village to pay for all the camera time. Only 1/3rd of the time was on the village pipe (even though the village didn’t give permission for the contractor to do it). The board discussed offering to pay $165 toward camera time on our pipes. The resident was supposed to be here. Phil and Denny have always been informed to not go on private property to clean out any tiles. The recommendation is to reimburse the homeowner for 1/3rd of the camera cost. Dan said he thinks the recommendation is reasonable and at this point, the village should do nothing.

Ordinance and Zoning Department: Trustee Kathy Brooks Appointment and swearing in of Richard Bland to the Planning Commission and Zoning Board of Appeals Trustee Kathy Brooks was on the planning commission and zoning board of appeals. Since she was elected as trustee, she resigned from her positions on the planning commission and zoning board of appeals. Richard Bland was recommended to be appointed to the planning commission and zoning board of appeals. The board agreed with the recommendation.

A MOTION WAS MADE BY DAVE BRUTLAG TO APPOINT RICHARD BLAND TO THE PLANNING COMMISSION AND ZONING BOARD OF APPEALS. SECONDED BY RACHEL SHIPLEY. ALL YEA- MOTION PASSED.

Plumbing inspector The village was in need of a plumbing inspector. Gary Hinderliter, a retired city of Bloomington plumbing inspector, will be our plumbing inspector. He is a licensed certified plumbing inspector and has already done a few inspections.

Update building codes Our current building codes are 2012. Building codes need to be no more than 6 years past the current year. We need to update them to stay in compliance. In the past, we’ve relied on the town of Normal for questions, training, etc. Do we want to update to a 2015 or move on to 2018 building codes? We have money in the budget to get a new set of code books. Denny and Kathy will be going to a meeting with the town of Normal. At our next board meeting, a recommendation will be made on how to move forward with the building codes.

Prevailing Wage Ordinance Pat McGrath stated the prevailing wage ordinance is a yearly ordinance. The prevailing wage is set by the Illinois Department of Labor. We can follow the Illinois Department of Labor figures or conduct our own wage study. We will follow the figures from the Illinois Department of Labor. Once we adopt it, a notice will be put on the website.

A MOTION WAS MADE BY RACHEL SHIPLEY TO APPROVE ORDINANCE #1326: PREVAILING WAGE ORDINANCE. SECONDED BY PHIL MORRIS. ALL YEA- MOTION PASSED.

Kathy mentioned she had called a town of similar size to Hudson to get information about their sewage system. If interested, they’d be willing to give us a tour and let us know how it worked. They needed 4 acres of property for the treatment plant.

Police Department: Trustee Pat O’Grady Trustee Pat O’Grady will have a meeting with the fire chief on Thursday to go over the new Next Gen 911 system. All of the addresses need to be correct. Incorrect addresses will prove to be a safety issue. There are 2 streets in Hudson that have significant issues with addresses: Whitetail and Pheasant. Some houses have a stone inlay in their house with their house number. Dan stated once he learns more there are a couple of options. The village can just tell the residents to take care of getting it taken care of or the village could come up with grant money and can reimburse a certain amount of money. The county would like it all done over the next few months so it’s done well before Christmas and the census that is next year. The new 911 system will start next year. Dale said the new system will zero in so much closer. It is important to identify addresses correctly.

Liquor Commissioner: Mayor Dan Maffeo Mayor Dan Maffeo reported there is a new liquor ordinance in development and it should be ready for next month’s meeting. Alan Meissner, the former mayor, had asked questions about the current liquor ordinance and that expanded into a whole new ordinance. Pat will send the draft to Kathy.
