McLean County Land Use Committee met Feb. 6.

Here is the minutes provided by the committee:

The Land Use and Development Committee of the McLean County Board met on Thursday, February 6, 2020 at 3:30 p.m. in Room 400, Government Center, 115 E. Washington Street, Bloomington, Illinois.

Members Present: Vice Chairman Laurie Wollrab, Members George Wendt, Jacob Beard and Shayna Watchinski

Members Absent: Chairman Chuck Erickson, Members Sharon Chung and Lyndsay Bloomfield

Other Board Members Present:

Staff Present: Ms. Camille Rodriguez, County Administrator, Ms. Cassy Taylor, Assistant County Administrator, Mr. Trevor Sierra, Assistant State’s Attorney Civil Division; Ms. Julie Morlock, Recording Secretary

Department Heads/Elected Officials Present: Mr. Phil Dick, Director of Building and Zoning

Others Present:

Vice Chair Wollrab called the meeting to order at 3:30 p.m., declared a quorum and presented the minutes from the January 2, 2020 regular meeting for approval.

Motion by Wendt/Watchinski to approve the minutes from the January 2, 2020 regular meeting.

Motion Carried.

Vice Chair Wollrab presented bills that had been reviewed and recommended by the County Auditor with a prepaid and fund total of $945.33.

Motion by Watchinski/Beard to recommend approval of the Land Use and Development Committee bills prepaid total and fund total of $945.33.

Motion carried.

Vice Chair Wollrab confirmed there were no appearances by members of the public.

Vice Chair Wollrab presented for action a request by Paula G. Cunningham for a waiver of preliminary plan requirements and approval of a one-lot subdivision final plat for the Daly- Cunningham Farm Subdivision. Mr. Phil Dick indicated this is to set the house aside and there is a long driveway, and this will provide easement access to fields. He stated that the County Health Department has signed off, the County Engineer has also signed off and the Towanda Township Road Commissioner has issued a plat access certificate. He stated it meets all our requirements. He indicated Mr. Pratt was here if there were questions.

Motion by Wendt/Beard to recommend approval of a request by Paula G. Cunningham for a waiver of preliminary plan requirements and approval of a one-lot subdivision final plat for the Daly-Cunningham Farm Subdivision. Motion Carried

Vice Chairman Wollrab indicated there were no positions filed under the purview of the Committee. She stated the next meeting would be on Thursday, March 5, 2020 at 3:30 p.m.

Ms. Wollrab asked if there was anything else to come before the Committee. Mr. Beard asked about the fee process when an application is denied by the Zoning Board of Appeals and the applicant needs to file a different/new application. He stated he wanted to see if there was a way to waive the fee for the second application. Mr. Dick indicated the Land Use Committee and the County Board could waive a particular application fee but would not recommend changing something in the ordinance where applicants only paid one fee. Ms. Wollrab asked him to confirm the Committee could waive the fee. Mr. Dick confirmed they could. Mr. Beard asked if that had been done before as he was not sure about setting a precedent. Mr. Dick indicated he did not feel it would be setting a precedent. He stated that in the current situation he did not feel the additional fee would be a hardship and he felt the special use would allow the applicant to have the boat storage. Vice Chair Wollrab asked if there were any other questions or other business; hearing none she asked for a motion to adjourn.

Motion by Watchinski/Wendt to adjourn the February 6, 2020 meeting. Motion Carried.

Meeting adjourned at 3:39 p.m.
